I  am a former Child Protective investigator. I am also a survivor of Ritualized Abuse and Exploitation.  I am  exposing a cancerous covert retaliatory program that the public needs to be aware of. 

As a first responder, I bore witness to the abuse of the State Central Registry of Child Abuse  and Maltreatment hotline. Most investigations are malicious.  Roughly 22 % of all investigations  are substantiated.  This means that  atleast 75% were reported to be malicious or have insufficient evidence to prove abuse.  Malicious reports are intentionally structured to bully, harass and retaliate against another. Irrespective of the validity and redundancy of any report, an investigation is still initiated. These investigations are intrusive and can be traumatizing  for families that are innocent.  To this day, the abuse continues. 

In most recent events, further abuse of the Emergency hotlines have surfaced. Terrorist hotlines and watchlists are currently being used for  revenge-for- hire agendas against those that it was created to protect.  Comparatively, any report or  tip received regarding any threats to society dispatch a massive response team of all public safety personnel including Neighborhood Watch and Home Association to investigate the threat.  The only issue is that this investigation is indefinite.  There is no evidence required just assumptions. 

Irrespective of the fact that there have  been no terrorists  identified on this watchlist, there are  currently over 300,000 names identified on the list, including children.  They have no ties to any acts of terrorism or criminal activity but are treated as though they are without due process.   They have been added to this list, with the use of slander, malicious and perjured reports.  A strategic sadistic terroristic smear campaign is deliberately waged over a period of time by a person or group against another. 

Unfortunately, this revengeful tactic has evolved into a  profitable job with benefits for many immoral and depraved operatives.  They use the excuse of  an individual  being  a threat to society to gain access. Not only are resources being utilized for revenge but also for human trafficking, stalking and committing other crimes against humanity.   Every nomination to this program receives a financial reward.   People make this a source of income against someone who they dislike. Anyone can place you on this list. Everyone from your past partner, ex boss or  just someone who holds a bias against you. 

A sophisticated network of secret criminal syndicate that crop up in every community. They CREATE problems in the community.  This secret community is not only used for targeting individuals  with social and systemic harassment, but those within it are often involved with exploitation,   sabotage , black mail,  stalking, satanism and mind control.  The purpose   is to break down the target mentally, physically with hopes of a forced suicide. 

Your entire support system including neighbours, colleagues and family members are manipulated and coerced into turning against you and turning them into unwitting participants in a sadistic campaign against you.  Resources that were designed to protect you are now used against you. They have been permitted to use these surveillance and electronic monitoring in the community against  innocent people creating  public enslavement and psychological lawfare and warfare. 

Some participants are paid employees contractors who perform specific, compartmentalized tasks without ever seeing the full picture.  Professionals such as doctors, therapists, law enforcement, social workers are fed false information about you and act on it in good faith. 

This “Targeted Individual” program mostly operates using a “no touch torture” regime, by attacking their sanity, self worth and environmental stability using  specific techniques that inflict severe emotional and mental suffering without leaving physical marks.  In other words, bullying, fear- mongering, intimidation, community stalking, false reports,  slander is created to isolate and defame the victim. 

This program tramples over the civil rights of innocent citizens and disregards the rule of the law.  FISA (Foreign intelligence Surveillance Act) is a secret court system that the target never gets to take part in. The target is never given the opportunity to self-defend, which is an obstruction of justice. These tactics emulate cult- like grooming factors with force, fraud and fear. False reports, perjury and slander are utilized to devalue, oppress, discredit the target and continue the false investigation. 

Due to the blurred lines of supervision,  and lack of oversight, FISA court  is being abused.  This  abuse has also sparked concerns among civil liberty groups such as ACLU and Brennan Center for Justice.  Many whistleblowers have testified of their first hand experiences and knowledge of the program and its nefarious agenda.  Many books are out there that detail the operation. 

Third party oversight should be mandatory, within the FISA court proceedings, a mandatory warrant for back door searches. In addition, it is imperative that the target receive due process. 

I am calling for an immediate audit and investigation of Fusion Centers  and its affiliates regarding  this practice.  Why are the constitutional rights of innocent citizens being  trample as on? What happened to the fourth, fifth, sixth amendment?

I'm calling for a  reform of the anonymous  reporting protocol.  I need my name removed from this list.
