Fix the Camberwell Target / Woolworths "public" toilets

The issue

The bathrooms at Camberwell located underneath and managed by Target are disgusting. They are the only public toilets in the precinct and are used by families, residents, workers and visitors to the area. Especially on weekends with the Rotary market. The "family" toilet facilities have 1 tiny child's toilet which has been broken for 2 years, a door that doesn't lock. No change table, a bench too high for children to reach with a broken sink and no proper cleaning schedule. It never seams to have supplies. The ladies and men's are equally revolting with a cleaning schedule inadequate for use. The facilities are regularly flooded, broken, filthy and covered in graffiti or cover up paint. The taps and sinks are broken and out of reach for older children. Boroondara council simply pushes the blame to Target, who have done nothing about the problem for the 15 years I have lived in the area. Enough is enough. Woolworths, Target and Boroondara council need to work together to provide proper bathroom facilities for men, women, disabled access and a decent family area with adequate changing and feeding spaces for babies, and a toilet parents with kids can use. This is one of the richest municipalities (and profitable retailers) in Melbourne and they provide the worst public facilities.
