The flag must go technically, since the 2020 ordinance, it's not "grandfathered in (the flag's pattern/ design's been changed - to the current state flag, then back again… etc.), there is no place of business/ house, etc. at the property where it is, & it's 375% too big. 
But morally, it's an in-your-face symbol of unbowed hatred against African Americans, a refusal to admit enslavement is immoral, & unwillingess to move on from the fact Confederate States lost the Civil War 157 years ago.
