We are writing to bring your attention to the serious issue of mass poisoning of schoolgirls in Iran. It has been reported that more than 1,200 Iranian schoolgirls from at least 60 different schools have fallen ill due to chemical or biological attacks on schools. Additionally, more attacks are being reported every day. The government's reluctance to investigate, restrictions on media coverage, and limited access to evidence for experts suggest that the government or state-affiliated agents may have orchestrated or played a role in these attacks.

We are also gravely concerned about the rising influence of extremist groups in Iran, which bear a striking resemblance to other Islamic fundamentalist groups, such as the Taliban. The Taliban's brutal campaign against girls' education is well-documented, and we fear that the recent chemical attacks on schools in Iran may be part of a larger plan to achieve several other objectives. Firstly, to suppress the "Woman, Life, Freedom" movement protests, following  the active participation of schoolgirls in the movement. Secondly, to justify the presence of security forces in schools under the guise of protecting students. Thirdly, to insinuate that fundamentalists are ready to take over and impose more limitations on the fundamental rights of children. And ultimately, to deny girls their right to education.

The systematic poisoning of young girls in Iran is a vile and repugnant act that constitutes a gross violation of the peremptory norms of international law as enshrined in the Convention on the Rights of the Child (the “Convention”). Iran ratified the Convention in 1994 and as such, as a party to the Convention, has a legal obligation to uphold and protect the fundamental rights of children.

Under the Convention, the right to education is a basic human right that every child is entitled to, and it must be protected at all costs. Additionally, the right to health and safety are essential human rights that must be protected. Any form of abuse or violence against children should be prevented and dealt with accordingly.  

Moreover, since these attacks are coming after the active participation of schoolgirls in the “Woman, Life, Freedom” movement, we note that the attacks deliberately target the schoolgirls’ freedom of expression, participation in social life, and peaceful assembly, which are also enshrined in the Convention. As such, necessary measures should be taken to prevent further attacks and ensure that the Islamic Republic government upholds its obligations to protect these fundamental rights.

We are deeply disturbed that such a heinous atrocity is taking place in Iran, and we urge UNICEF, UNESCO, Committee on the Rights of the Child, the Special Representative of the Secretary General on Violence against Children and the Special Rapporteur on the Right to Education to take immediate action to investigate this barbaric practice, and to prevent any further violations of the rights of Iranian schoolgirls. 

We, as well, implore you to hold the Islamic Republic accountable for its failure to protect children’s fundamental rights, and to work with the relevant authorities and independent inquiries to investigate the Islamic Republic’s role in these crimes and to bring accountable persons to justice.

گروه «یک قدم» به همراهی حامد فرمند، فعال حقوق کودک، با نوشتن این نامه توجه شما را به موضوع مسمومیت‌های زنجیره‌ای دختران دانش‌آموز ایران جلب می‌کنیم :

بنا به گزارش‌ها، تا کنون بیش از ۱۲۰۰ دختر دانش‌آموز در حداقل ۶۰ شهر ایران در اثر استنشاق گازهای شیمیایی یا بیولوژیک مورد حمله قرار گرفته و بیمار شده‌اند.

امتناع دولت از انجام تحقیقات درباره این حمله‌ها، ایجاد محدودیت در خصوص پوشش رسانه‌ای آن‌ها و محدود‌ کردن دسترسی به مستندات کارشناسی می‌تواند شاهد این مدعا باشد که دولت یا نهادهای وابسته به حکومت در این حمله‌ها نقش داشته‌اند.

همچنین ما عمیقا نگران پا گرفتن نیروهای بنیادگرا نظیر طالبان در ایران هستیم. اقدامات وحشیانه طالبان در ایجاد ممنوعیت تحصیل برای دختران افغانستانی به خوبی مستند شده است و ما هراس آن را داریم که حمله‌های شیمیایی و بیولوژیکی اخیر به مدارس دختران در ایران نیز بخشی از یک برنامه گسترده‌تر برای دستیابی به اهدافی از این قبیل باشد:

۱- سرکوبی جنبش‌های اعتراضی «زن، زندگی، آزادی» به دنبال مشارکت فعال دختران دانش‌آموز در این جنبش،

۲- توجیه حضور نیروهای امنیتی در مدارس در پوشش مراقبت از دانش‌آموزان

۳-القای این باور که بنیادگرایان آماده قدرت گرفتن بوده و در صدد هستند محدودیت‌های بیشتری بر حقوق کودکان اعمال کنند.

۴- محروم کردن دختران را از حق دسترسی به آموزش.

مسمومیت نظام‌مند دختران نوجوان در ایران اقدامی پست و نفرت‌انگیز است و مصداق نقض هنجارهای بین‌المللی مندرج در کنوانسیون حقوق کودک. لازم به ذکر است که ایران در سال ۱۹۹۴ به این کنوانسیون پیوسته است و بر همین اساس، در خصوص تضمین و ارتقای حقوق کودک مسئولیت قانونی دارد.

بر اساس این کنوانسیون، حق بر تحصیل یکی از حقوق بنیادین کودک محسوب می‌شود و می‌بایست به هر قیمتی مورد حمایت قرار گیرد. حق بر سلامت و امنیت نیز از دیگر حقوق مندرج در این کنوانسیون هستند. همچنین هر شکلی از خشونت یا سواستفاده نسبت به کودکان ممنوع بوده و می‌باسیت نسبت به آن برخورد مناسب صورت گیرد.

همچنین، از آنجایی‌که حملات به مدارس در پی مشارکت دختران دانش‌آموز در جنبش زن زندگی آزادی صورت گرفته، ما قائل به این هستیم که این حملات به طور عامدانه قصد دارند حق آزادی بیان و شرکت در تجمعات را برای دختران محدود کنند.

بنابراین، لازم است اقدامات لازم جهت ممانعت از حملات بیشتر صورت بگیرد و اطمینان حاصل شود که جمهوری اسلامی ملزم به رعایت تعهدات قانونی خود در تضمین حقوق بنیادین کودک باشد.

ما از سازمان‌های یونیسف، یونسکو، کمیته حقوق کودک، نماینده ویژه مجمع عمومی در خصوص خشونت علیه کودکان و گزارشگر ویژه ی حق بر آموزش تقاضا داریم تا اقدامات فوری برای تحقیق درباره این اقدامات وحشیانه به عمل‌آورند و مانع از نقض بیشتر حقوق دختران دانش‌آموز در ایران شود.

ما تقاضا داریم تا شما، جمهوری اسلامی را به دلیل کوتاهی در تضمین حقوق بنیادین کودکان وادار به پاسخگویی نمایید.

همچنین، ما تقاضا داریم تا شما ضمن همکاری با نهاد‌های مربوطه و کمیته‌های حقیقت‌یاب مستقل، به بررسی نقش جمهوری اسلامی در این حملات بپردازید و عدالت را در مورد مرتکبین اجرا نمایید.از توجه شما به این مسئله مهم سپاسگزاریم.
