In 1943, Republic of China (ROC) leader Chiang Kai-shek, United Kingdom Prime Minister Winston Churchill, and US President Franklin D. Roosevelt issued the Cairo Declaration in Cairo, Egypt, stating that the Empire of Japan would return Taiwan and Penghu to the ROC after the end of World War II. However, this declaration was not an international legal basis for the ROC and the PRC to claim sovereignty over Taiwan and Penghu; it was merely a general wartime declaration.

After World War II ended in 1945, the Allied forces issued General Orders No. 1, assigning the ROC government the right to occupy and administer Taiwan and Penghu on behalf of the Allied forces. Unfortunately, during the occupation of Taiwan and Penghu by the Taiwan Provincial Government of the ROC, the February 28 Incident occurred. This was not simply a conflict between the Taiwanese and the Chinese, but a transnational massacre!

In 1949, the Kuomintang (KMT) was defeated in the Second Chinese Civil War and exiled to Taiwan with the ROC government, establishing Taipei as its capital. The Treaty of San Francisco, signed on September 8, 1951, did not specify that Taiwan belonged to the ROC. Although the Treaty of Peace between the Republic of China and Japan of 1952 was enacted, stating that Japan agreed to return Taiwan and Penghu to the Republic of China, this treaty was invalidated with the establishment of diplomatic relations between Japan and the PRC, once again raising the question of sovereignty over Taiwan and Penghu.

As Taiwanese, our appeals are as follows:

1. We appeal that the US federal government deny the sovereignty of the People's Republic of China and establish diplomatic relations with the real Chinese government, the Republic of China in exile.

2. The US federal government should urge the Republic of China government to authorize the residents of Taiwan and Penghu to hold a referendum on self-determination and establish a Taiwanese sovereign state.

3. The People's Republic of China (PRC) and the Republic of China (ROC) have no claim to sovereignty over Taiwan and Penghu. Taiwan and Penghu and their new sovereign state belong to the Taiwanese and Penghu people.

西元1943年，中華民國國家領導人蔣介石、聯合王國首相溫斯頓·邱吉爾和美國總統小羅斯福在埃及王國首都開羅發表開羅宣言並表示第二次世界大戰結束後大日本帝國要歸還臺灣和澎湖給中華民國，但這並非中華民國和中華人民共和國可以擁有台澎主權的國際法理依據，而只是一般的戰時宣言。

隨後第二次世界大戰在1945年結束，同盟國軍隊發布《一般命令第一號》指派中華民國政府為同盟國軍隊佔領並代為管理台灣和澎湖。但很不幸的是，中華民國政府臺灣省行政長官公署在佔領台灣和澎湖的期間發生了二二八事件，這不單是台灣人與當時中國人的衝突，更是一場跨國大屠殺！

西元1949年，中國國民黨在第二次中國內戰戰敗並帶著中華民國政府流亡到臺灣，並定都臺北市。1951年9月8日簽訂舊金山合約的時候，並未指明臺灣歸屬於中華民國。儘管1952年的時候中日和約生效並表示日本同意歸還台灣和澎湖給中華民國，但這項合約隨著日本國與中華人民共和國建交而作廢，台灣和澎湖的主權未定再次浮上檯面。

作為一個台灣人，我們的訴求如下：

1.要求美國聯邦政府否認中華人民共和國主權，與真正的中國政府中華民國流亡政權建交。

2.美國聯邦政府應督促中華民國政府授權台灣和澎湖住民實施自決建國公投。

3.中華人民共和國和中華民國不得擁有台澎主權，台灣未來的新主權國家和澎湖屬於台灣人和澎湖人。
