Permit my daughters windmills on her grave.

Permit my daughters windmills on her grave.
The Issue
Swindon borough council have recently sent me a letter informing me that as kingsdown cemetery is becoming more established and is located in a peaceful, natural surroundings, the cemetery regulations are essential to maintaining the area. As such, items that are placed on or around grave spaces that do not comply with regulations will be removed by the cemetery.
My daughter was sadly born sleeping in December 2011. We buried her ashes at kingsdown a year later on her 1st birthday. We have bought her a beautiful headstone and we regularly attend her grave, planting seasonal flowers. Amongst her "garden" she has a few windmills and stick ornaments. We regularly cut her grass and often the grass surrounding her plot and others, so it is always kept up together and well maintained even when the groundsmen don't often do this. I can't do a lot for my daughter apart from keep her memory alive. Her grave is far from an eye sore and there is nothing on her grave that can cause any harm to the wildlife or groundsmen.
So please help me and many others in our position to help us work with the council so that we can allow grieving parents to celebrate their children's memory with a simple windmill or toy bear.
