When you turn the key in a car ignition, you must expect you’ll start a car engine. I guess the threats of charges and a civil suit, instead of silencing started an engine.

You see, when I pointed out South African Football Association mismanagement, inefficiency and the charges of fraud and corruption against them, I was doing so academically. I wasn’t directly accusing them. At least I didn't think I was and if I did the shoe probably fit.

But now I may very well do so dependent on the answers to some questions.

Let’s chat about Hoy Park Management and soccer development. SAFA cannot be seen to own economic rights to players at all and even less by acquiring these rights through soccer development programs funded by FIFA in part or in whole through any FIFA grant or grants from the 2010 FIFA World Cup Legacy Trust.

Economic rights of players are governed by FIFA Regs: 18Bis - Third-party influence on clubs; 18ter - Third-party ownership of players’ economic rights.

MINUTES OF THE HOY PARK MANAGEMENT BOARD MEETING 05 SEPTEMBER 2017, quote – “As SAFA cannot be seen to be owning players, a private and profit-making company must be used to house the players, with an agreed percentage of the money being used to sustain the Academy”. Mr. S Xaba (SAFA NEC and Hoy Park Management Board)

Questions:

1. Does/did SAFA own 50% interest in a commercial entity called Hoy Park Management?

2. Does/did SAFA own 50% interest in Hoy Park Management which owned/owns players economic rights?

3. Did Mr Danny Jordaan serve at any time as a member of the Board of Hoy Park Management.

4. Was the 2010 FIFA World Cup Legacy Trust made aware by SAFA, that Hoy Park Management was also a commercial entity at the time SAFA applied for grants from the 2010 FIFA World Cup Legacy Trust for the benefit of Hoy Park Management?

5. Was the 2010 FIFA World Cup Legacy Trust made aware, by SAFA, that SAFA owned 50% of Hoy Park Management at the time SAFA applied for grants from the 2010 FIFA World Cup Legacy Trust for the benefit of Hoy Park Management?

6. Was the 2010 FIFA World Cup Legacy Trust made aware by SAFA, that SAFA owned 50% of players economic rights through Hoy Park Management at the time SAFA applied for grants from the 2010 FIFA World Cup Legacy Trust on behalf of Hoy Park Management?

7. Would the 2010 FIFA World Cup Legacy Trust, according to SAFA, have granted Hoy Park Management funds had the Trust known this, were the above to be proven to be true?

8. It would appear at least R15 million was paid to Hoy Park Management by SAFA for the development of young talent in KZN, with funds derived from 2010 FIFA World Cup Legacy Trust grants.

As such, the 2010 FIFA World Cup Legacy Trust funds were used to not only develop young players, but to own their economic rights as a downstream commercial benefit for Hoy Park Management.

Would #FIFA consider this ayoba, or not, if true?

I have many more questions but at this stage I’ll just park the car SAFA started, and leave it idling while we wait and see.
