THIS petition is in support of a proposal that has already been partially submitted to DVSA from Kate Osborne MP and also The DIA (Driving Instructor Association). It is based on figures obtained from DVSA through the Freedom of Information Act: DVSA FOI Report

CURRENT SITUATION

• DVSA Booking System is no longer fit for purpose
• DVSA Attempts to improve the situation ARE NOT WORKING
• Both public and instructor systems are unable to cope with current demand and are becoming dysfunctional.
• A new system is being devised, but it will be months or years before rollout.
• The Public system (Legacy) is open to misuse by bots, apps and third-party sellers.
• Instructor System (OBS) is also being misused, (some might say) unethically, although DVSA maintain that charging an “admin” fee to resell acceptable.
• Desperation is causing too many candidates with little / no / inadequate training to book / present for test causing an unprecedented number of fails, no shows and terminations.
• This is causing Examiner Burnout, which is affecting recruitment and retention
• The current situation is feeding the black market, driving demand and exacerbating the situation.

It’s a vicious circle and somethings has to give. Drastic times call for drastic measures……. We must regain control of the system that is currently wide open to anyone and everyone, regardless of whether or not they are test ready.

PROPOSED SOLUTION

• Suspend the Legacy System until rollout of the new one, and introduce a booking filter to Private Runners (ADI Assessment) - This will eliminate all PRs unfit for test, massively reduce current demand and improve Examiner Morale
• Limit the weekly usage of the OBS to a maximum number of bookings/changes by Instructors – This will still allow for “admin” charges but would eliminate blatant profiteering
• All tests booked or changed, would be registered against a PRN (own pupils and Private Runner with successful assessment), thereby providing user transparency. NB - PR Assessments WILL NOT be included in current ADI triggers, but would be monitored to ensure Assessment HAS been conducted. Any PR assessments would be out with OBS restricted quota.

ARE YOU LEARNING PRIVATELY?

Great, this is a totally acceptable way to pass your test, so long as whoever is teaching you, is doing so responsibly and in line with current standards. So how will this help you? Simple - have an assessment with an Instructor. If you are test standard, we will book a test for you through our government portal. You don't have to stay with us, lessons are not cheap and it is a statutory right of our government for you to be taught by a responsible friend or family member.

If you're being taught responsibly, this one small filter will not be an issue and it means you will actually be able get a driving test! Taking this assessment will help us to unclog the system and in time, will allow you to book a test when you are ready, at a local test centre, and without a 6 month wait.

It will allow us to filter out those who are nowhere near test ready, improve the morale of our Examiners. It will stop all the disreputable apps, bots, third party bookers (who charge you a fortune) and protect the integrity of the UK Driving Test.

ARE YOU A DRIVING INSTRUCTOR?

So many headlines on the issue, but we all see the same things at the DTC and we all know the REAL issue. But we all being caught up in this, juggling / holding pupils and with more and more of us having to turn to the OBS (Instructor Booking Service) for the first time. This proposal is drastic, and yes it will mean more work (hassle) for us initially but if we do not take action ourselves, where will it end?
