The Issue

House Bills No. 9414 and 9861 seek to declare the University of Eastern Philippines as the National University for Sustainability Studies. While this may appear to be a significant advancement for UEP, the UEP Coalition of Stakeholders maintains that a change of this magnitude must not proceed without meaningful consultation, transparent deliberation, and clear evidence that the University is ready to assume a national mandate.

The Coalition raises serious concerns that the bill was not formally deliberated upon by the UEP Board of Regents, Academic Council, and Administrative Council, and that faculty, employees, students, alumni, communities, and other affected stakeholders were not adequately consulted. It also calls attention to unresolved concerns involving institutional governance, financial accountability, audit findings, performance, and UEP’s demonstrated national leadership in sustainability.

Of particular concern is Section 22, which would allow the incumbent University President to serve a new term as the first president of the proposed national university, with possible reappointment. Institutional continuity should be secured through strong systems, transparent processes, and merit-based leadership succession—not through a provision that may primarily benefit a particular officeholder.

This petition supports the Position Paper Against HB No. 9414 and HB 9861 of the UEP Coalition of Stakeholders, which  call for Congress to reject HB No. 9414, require full disclosure and genuine stakeholder consultation, demand objective proof of institutional readiness and sustainability leadership, reject Section 22, and conduct an independent review of UEP’s compliance with existing laws and accountability standards.

We support the progress of UEP—but genuine progress must be consultative, transparent, accountable, and based on proven readiness.
