Every year, in my community and countless others across the United States, thousands of healthy and loving shelter animals are euthanized in government-run facilities. Shockingly, these tragic deaths occur even when registered nonprofit rescues—who are willing and ready—have offered to save them. This heartbreaking reality is not due to an absence of hope or homes, but because certain shelters refuse to cooperate with rescue organizations.

Imagine a nonprofit rescue extending a lifeline to these vulnerable animals, only for it to be disregarded; while animals, full of potential and affection, are senselessly euthanized. This situation is both inhumane and unacceptable, especially when there is a clear and compassionate alternative at hand: collaboration between shelters and rescues.

The Rescue Cooperation and Animal Protection Act (RCAPA) offers a viable and humane solution to this problem. The proposed federal law aims to prevent the euthanasia of any shelter animal when a registered 501(c)(3) nonprofit rescue expresses interest in its care. It mandates that shelters must work in cooperation with qualified rescues, ensuring these animals are given the chance they deserve at finding a loving forever home.

This legislation is crucial for protecting innocent animals and promoting humane treatment. Currently, too many shelters operate with policies that disregard the offers of rescues, unnecessarily leading to the euthanasia of animals who could otherwise be saved. The RCAPA will promote transparency, accountability, and most importantly, save lives.
