Dear fellow Zimbabweans and global supporters,

I write to you from Johannesburg, a citizen of Zimbabwe in the diaspora, driven by a deep love for our beautiful homeland. Zimbabwe is a nation truly blessed with abundant natural resources, from the gleaming veins of gold and shimmering deposits of platinum to the precious diamonds found beneath our soil. Yet, these treasures have not translated into prosperity for all. Our hospitals are in dire need of modern equipment and supplies, our police stations lack essential resources, our rural communities suffer without reliable water and sanitation, and our youth struggle with high unemployment rates.

This situation has inspired us to draft a Citizen Bill named the Public Infrastructure Wealth Contribution Act. This legislative proposal aims to create a framework where a portion of the wealth generated from our natural resources is earmarked specifically for public infrastructure development. By directing investments towards critical sectors, we can enhance healthcare facilities, improve educational institutions, upgrade public utilities, and create meaningful employment opportunities for our young people.

Our proposal is aligned with Vision 2030, a strategic plan set forth by our government to transform Zimbabwe into a middle-income economy by the start of the next decade. For this vision to succeed, it is vital that the benefits of our natural resources are harnessed effectively and equitably.

The Public Infrastructure Wealth Contribution Act proposes a transparent and accountable mechanism to manage and allocate these funds. We suggest setting up an independent oversight committee consisting of representatives from various sectors of society, including government officials, civil society, and industry experts. This committee will ensure that the funds are used solely for their intended purposes and monitor the impact they have on our communities.

We have outlined specific benchmarks and timelines, ensuring that every dollar is tracked, and results are measured against clear objectives. For instance, in the health sector, we aim to reduce hospital bed shortages by 25% within five years. Furthermore, creating job opportunities for at least 5,000 young people annually is a target under the employment initiative.
