Support the Preservation of the Use Restrictions on the Sugarmill Woods Golf Course Land

The Issue

Dear Commissioners,

We, the undersigned property owners and residents of Cypress Village, respectfully submit this petition in strong support of the Cypress Village Property Owners Association’s (CVPOA) efforts to preserve the deed restrictions governing the use of the Sugarmill Woods golf course land.

The land in question has long been designated for recreational use, specifically as a golf course, and is protected by legally binding deed restrictions that prohibit its conversion to residential or other non-recreational purposes. The proposed development by Links Golf LLC—to construct 230 residential units and a new 18-hole golf course—would violate these restrictions and fundamentally alter the character of our community.

We oppose this proposal for the following reasons:

  • It violates existing deed restrictions that protect the recreational integrity of the golf course land.

  • It threatens the environmental and aesthetic value of our green spaces, which are central to the identity and appeal of Cypress Village. Our wetlands come under threat by being built upon with impervious materials, which will cause flooding on roads and into the homes of our community. 
  • It would increase traffic, strain infrastructure, and reduce property values, negatively impacting the quality of life for current residents, some 656+ homes, 10 sub associations, and 63 main and secondary streets.

  • It sets a dangerous precedent for future disregard of community covenants and land use protections.

We urge the Citrus County Board of County Commissioners and the Department of Planning and Development to:

  1. Uphold the existing deed restrictions that limit the use of the golf course land to recreational purposes only.

  2. Reject any applications or proposals that seek to rezone or redevelop this land for residential use.

  3. Support the CVPOA’s legal and administrative efforts to preserve the integrity of our community’s land use agreements.

We stand united in our commitment to protecting the values, vision, and quality of life that define Cypress Village.
