The Issue

Kentucky parents, students, educators, and communities all share one common goal, safe schools where concerns involving children are taken seriously, documented properly, and addressed through clear and consistent procedures.

At this time, the Kentucky Student Safety & Accountability Act is NOT a law, but rather a proposed piece of legislation designed to strengthen how incidents reported within Kentucky schools are handled and documented.

The intent of this proposal is simple:

To ensure that when a safety concern or incident is reported on school property, there is a clear, standardized process that creates accountability, transparency, and protection for everyone involved.

Currently, reporting procedures can vary between schools and districts. In some cases, concerns may be handled informally or without a consistent documentation process. This proposal seeks to establish statewide protocols so that every reported incident follows a defined chain of reporting and leaves an official paper trail.

The proposed Kentucky Student Safety & Accountability Act would aim to:

Establish a mandatory written incident reporting process
Create a clear chain of command following reported incidents
Ensure reports are documented and preserved
Protect parents, students, and employees from retaliation when reporting concerns
Strengthen communication and transparency between schools and families
Support educators and administrators through consistent statewide procedures

This effort is not about blame or punishment.
