The HOPE Through Training Act is gaining traction in Dover! Lawmakers and agency partners are reviewing the proposal showing Delaware could save $12–18 million a year while keeping families together.
Why It Matters
Too many children enter foster care because trauma-related behaviors are misunderstood. The HOPE Act fixes that by requiring trauma-informed, attachment-focused training for DFS staff, Family Court, and providers — so families get support, not separation.
