Recent conversations with state contacts, agency representatives, & media outlets, made something clear: the current response seems to be focused on tweaking existing trainings, not requiring the specialist-led training families have been asking for. Delaware already has trauma-informed and related training options, but not a true statewide mandate for the kind of specialized training this bill would require. We were also told that without agency agreement, moving this legislation forward may be very difficult. But that only confirms why this bill matters. If the current system were working, more families would not be coming forward with similar stories of children’s serious mental health needs being misunderstood. The HOPE Through Training Act is about making sure the people making major decisions about children and families have the training required to recognize complex needs early and respond better.
