The Issue

Anyone can fall on hard times.

A medical emergency. A sudden job loss. A family crisis. It can happen to anyone — and in Hennepin County, when it does, the clock starts ticking immediately. Miss one month of rent and the eviction process begins. Miss two and you could be out of your home before you ever had a real chance to recover.

We are asking Hennepin County to change that.

The Hennepin County Renters Grace Period Act proposes a two-month grace period for renters who fall on hard times — with conditions that protect both the tenant AND the landlord.

Here is how it works:

- A renter who falls behind due to documented hardship can apply for a two-month grace period
- The renter must agree in writing to repay the two months of missed rent before their lease ends — not forgiven, just delayed
- The grace period is only granted if the building has enough occupied units that the landlord remains profitable that month — protecting small landlords from financial harm
- The renter must pass a drug test to be eligible. Medical exemptions with a valid doctor's note are accepted

This is not a free pass. This is a structured second chance — with accountability built in from the start.

Eviction does not just remove someone from a home. It follows them — on background checks, rental applications, and credit reports — often for years. One hard month should not cost someone everything they built.

Hennepin County is the largest county in Minnesota. What we do here sets the standard for the rest of the state. We have the opportunity to lead — to show that protecting renters in crisis and protecting landlords from financial harm are not opposites. They can both be true at the same time.
