Due to the bill being in such early stages of the process emails from individuals can be accepted but petitions cannot be presented as of yet. Please dont hold back, voice your personal concerns. My example of a letter would be as follows. Dear Barroness Morris of Yardley I am writting regarding the recent Home Education Duty of Local Authorities Bill presented by Baroness Morris of Yardley, on behalf of Lord Soley, to make provision for local authorities to monitor the educational, physical and emotional development of children receiving elective home education; and for connected purposes. It was read a first time and ordered to be printed. (HL Bill 11) Please consider that among other things the Home Education new bill will upset the balance of the relationship between Parents as educators and the Local Authorites. It is described perfectly under the Guidelines for Home educators and the Local Authorities. 'Education is a fundamental right for every child and we recognise that parents have the right to choose to educate their child at home rather than at school. These guidelines have been prepared to help local authorities manage their relationships with home educating parents. Parents are responsible for ensuring that their children receive a suitable education. Where parents have chosen to home educate, we want the home educated child to have a positive experience. We believe this is best achieved where parents and local authorities recognise each other’s rights and responsibilities, and work together. These guidelines aim to clarify the balance between the right of the parent to educate their child at home and the responsibilities of the local authority. Im directly effected by this new reform for the following reasons. (your reasons) Since deciding to take full responsibility to Elective Home Educate my child on a full time basis he/she has thrived and is becoming a life long learner. I fear the forced involvement of welfare enforcement officers would damage the current dynamics of parents like myself who are newly forming a valuable network of support. My EHE officer is evolving a level of trust and openess. Im willing to share information and under the current multi-agency approach to safeguarding local authorities have powers to share information with eachother regarding concerns. The new reform bill as propsed will leave us open to judgement by biased ex-teachers posing as a more powerful Authority with ultra vires beliefs within their policies and practice; as found during the last home education reform; Its still very much a 'postcode lottory' as to what is expected. The interpretation of the law in the wrong hands would be very dangerous. Educational psychologists would be in a better position to be judge and jury and this must be a non-biased multi layered approach to education therefore this would take many years of training and experience. Not to mention the aditional support for low income families that would need help to fund these extra requirements by law or would leave them vulnerable.
