The Issue

Lucena City, the capital and economic center of Quezon Province, has already exceeded the constitutional population threshold of 250,000 required for a city to merit its own congressional representation. Despite this, Lucena remains part of the current legislative structure of Quezon Province, resulting in representation that no longer reflects the city’s growing population, urban character, and administrative importance.

We, the undersigned citizens, students, professionals, and stakeholders, respectfully call upon the House of Representatives and the Senate of the Philippines to act on the reapportionment of Quezon Province by creating the 5th Congressional District of Quezon Province centered in Lucena City.

This proposal is not about separation from Quezon Province. Rather, it is about strengthening balanced representation, improving legislative accessibility, ensuring fair allocation of national resources, and recognizing Lucena City’s growing role as the political, educational, and economic hub of the province.

The creation of the 5th Congressional District of Quezon Province will:
• Provide more focused and efficient representation for Lucena City residents;
• Allow neighboring municipalities within the current district to receive more balanced representation;
• Improve responsiveness to urban and provincial concerns;
• Align Quezon Province’s representation with constitutional principles on population and equitable legislative apportionment.

We respectfully urge Congress to prioritize and support legislation establishing the 5th Congressional District of Quezon Province.
