We, the undersigned residents of Clayton, strongly support the proposed Big Bend Overlay District as the best path forward for managing Washington University’s development plans.

We recognize that development of this property is inevitable. Over the past 18 months, the city has worked diligently to ensure a transparent and thorough process, incorporating significant resident input. The Overlay District provides an opportunity to establish better restrictions and greater control over what will occur on this site, ensuring the development is managed responsibly and in alignment with the neighborhood’s interests.

We believe the Overlay District is essential to avoid piecemeal approvals that could lead to inconsistent and less cohesive development. Simply denying this Overlay District will not prevent construction, but it will limit the ability to regulate critical factors like building height, noise, traffic, and light pollution.

We trust the Board to continue advocating on behalf of all residents and to adopt this framework to protect the neighborhood while allowing for responsible development.
