 1. Establish a case-by-case review process to reevaluate charges for J6 defendants, prioritizing cases influenced by mishandled crowd management, improper use of munitions, or unclear boundaries. Exonerate or reduce charges for those who acted in self-defense, helped others, or demonstrated non-malicious intent.

 2. Provide financial compensation, medical assistance, and mental health services to Capitol Police officers injured or traumatized due to decisions made by other officers, agencies, or government officials. Establish wellness programs specifically designed for law enforcement recovering from the January 6th events and create pathways for accountability regarding harmful command-level decisions.

 3. Offer financial relief or debt forgiveness to J6 defendants overwhelmed by legal costs or loss of income. Establish similar financial support mechanisms for Capitol Police officers who faced significant out-of-pocket expenses or lost earning potential due to injuries sustained during the events.

 4. Create robust mental health programs for J6 defendants, Capitol Police officers, and their families to address trauma, stress, and social isolation. Foster community-based reconciliation initiatives to rebuild trust between protesters, law enforcement, and the broader public.

The events of January 6th were marked by systemic failures, poor crowd management, and command decisions that escalated tensions and created confusion. These failures impacted not only J6 defendants—many of whom were caught in circumstances beyond their control—but also Capitol Police officers who were placed in harm’s way without adequate preparation or support. Between 90-93% of those charged would not have faced legal consequences had the day’s events been managed effectively. Similarly, many Capitol Police officers suffered unnecessary injuries or trauma due to command-level mismanagement and inadequate resources. The American Restoration Act acknowledges these interconnected hardships and seeks to provide relief, healing, and accountability to all parties affected by this unprecedented event.
