What if someone could prove they have changed?

What if someone spent years improving themselves, staying out of trouble, completing programs, getting an education, and preparing for a better future?

Shouldn't that count for something?

North Carolina's HB589, the Second Look Act, would allow eligible individuals to request a sentence review after serving significant time and demonstrating rehabilitation.

This bill does NOT guarantee release.

It simply gives people the opportunity to be reviewed based on who they are today—not only who they were years or decades ago.
