However, we have also faced discrimination when searching for housing due to breed-specific restrictions.

To address these pressing concerns and alleviate the burden on local animal shelters, I propose implementing two crucial measures:

1. Mandatory Registration and Fees for Dog Breeders:
We urge the Indianapolis City Council to require all dog breeders within city limits to register their operations and pay fees that will directly support local animal shelters. By implementing this measure, we can ensure that responsible breeding practices are followed while generating much-needed funds for shelter operations.

2. Limiting Litters for 5 Years:
In order to control the population of dogs without compromising their well-being or breeding rights entirely, we request a temporary limit on litters produced by registered breeders over a period of five years. This measure will help prevent overbreeding while giving shelters an opportunity to find loving homes for existing dogs in need.

Furthermore, it is essential that we put an end to housing discrimination based on specific dog breeds. Many families are forced into heartbreaking situations where they must surrender their beloved pets due solely to restrictive policies imposed by landlords or property management companies.

By lifting these discriminatory bans or designating specific sections within apartment complexes as dog-friendly for all breeds, we can create a more inclusive and compassionate community.
