The Issue
Hawaii is at a decision point in how cannabis is regulated.
The Pakalolo Project is a community led effort presenting the Hawaii Cannabis Sustainability and Economic Growth Act, a legislative framework designed to replace unregulated cannabis activity with clear rules, public oversight, and local control.
The proposal prioritizes.
• Public safety
• Economic opportunity for Hawaii based businesses
• Fair and enforceable regulation
• Sustainable agricultural practices
This framework was developed through input from patients, caregivers, legacy growers, industry professionals, and community members.
Why this matters
Cannabis already exists across Hawaii, yet current policies leave gaps in safety, consistency, and accountability. Patients face access challenges, small operators struggle to participate legally, and enforcement remains uneven.
This proposal seeks to.
• Establish clear standards for testing, labeling, and age verification
• Create pathways for local farmers and small businesses
• Preserve county authority and local decision making
• Maintain existing prohibitions on public consumption and impaired driving
What signing means
