The Issue

Artificial intelligence has made it increasingly easy to generate realistic text, images, audio, and video at large scale. These technologies have valuable legitimate uses, but they can also be used to create or amplify false and misleading information.

Addressing this challenge requires more than simply removing content. Effective responses should preserve legitimate expression while improving people's ability to evaluate information, identify manipulated media, understand the limitations of AI systems, and determine whether information comes from reliable sources.

We are calling for greater national investment in independent research, education, and technological tools designed to address AI-generated misinformation.

Universities, researchers, technology experts, educators, civil-society organizations, and relevant public agencies should collaborate to:

  • Study how AI-generated and AI-amplified misinformation is created and distributed.
  • Develop and evaluate reliable methods for identifying manipulated or artificially generated media.
  • Expand digital and media-literacy education that teaches people how to evaluate sources and verify information independently.
  • Research the effectiveness and limitations of automated fact-checking and content-authentication technologies.
  • Develop standards that clearly communicate uncertainty rather than presenting automated assessments as unquestionable conclusions.
  • Encourage responsible disclosure when synthetic media could reasonably be mistaken for authentic material.
  • Make research, educational resources, and useful verification tools accessible to the public.
  • Protect legitimate journalism, research, satire, artistic expression, and lawful speech while addressing demonstrably deceptive uses of AI.

The objective should not be to establish a single authority responsible for determining what people are permitted to believe or say. Instead, the goal should be to give individuals better information, stronger verification tools, and the skills necessary to evaluate digital content for themselves.

Artificial intelligence will continue to influence how information is produced and consumed. Investing in research, transparency, verification technology, and digital literacy can help society benefit from these technologies while becoming more resilient to their misuse.

We urge educational institutions, researchers, technology organizations, and relevant government agencies to support coordinated research and public-education initiatives addressing AI-generated misinformation.
