Support Monthly Pumping Reports from the KCGCD
The Issue

We support your vote to amend Rule 4.04 to include monthly reports on groundwater withdrawal. We know that the board has maintained that they want to move forward using the best available science; this is a necessary step in that direction.
Dr. Bill Hutchison sent a letter to Genell Hobbs, General Manager, dated November 8, 2023, that references slide 128 of a board presentation. This slide suggests a rules update to increase permit pumping reports to monthly. (His recommendation is at the 2 hour 7:15 min. mark)
09-28-2023 Special Meeting, Kinney County Groundwater Conservation District
At the December 2024 meeting, Jim Burton stated that he and the hydrologist were in favor of
monthly reporting of each well, as this would help with scientific data analysis. (40-50 min
mark)
12-11-2024 Regular Meeting, Kinney County Groundwater Conservation District
The district website clearly states its mission:
"The mission of the Kinney County Groundwater District is to develop, promote, and implement water conservation and management strategies to conserve, preserve, and protect the groundwater supplies of the District;..."
This rule supports the district’s goal to use the best available science to implement water conservation and management strategies. We also strongly support the implementation of a critical management plan during times of drought.
