Support Licensure and Medicaid Recognition for Lactation Consultants (IBCLC)s in Florida
The Issue
Breastfeeding is a critical component of maternal and infant health. In Florida, 86% of mothers initiated breastfeeding at delivery; however, by six months postpartum, only 18.2% continued exclusive breastfeeding (Florida Health Charts, Florida Department of Health, 2022). As noted in the Maternal and Infant Mortality Report to the Florida Legislature (December 1, 2024):
“Although postpartum care visits typically include assessments of breast health and breastfeeding practices, there are opportunities within Florida Medicaid to enhance support for breastfeeding. Florida Medicaid covers breast pumps. Additional opportunities to support breastfeeding may include the integration of lactation consultants certified by the International Board of Lactation Consultant Examiners (IBLCE) and the ability of lactation consultants to directly bill for lactation support services.”
This recommendation reflects what many of us on the front lines already know: support must extend beyond the hospital stay. Lactation Consultants (IBCLC)s are the gold standard for clinical lactation care. We help families manage complex issues breastfeeding issues in communities that are medically underserved and vulnerable to emergency disruptions.
During natural disasters, breastfeeding becomes a literal lifeline. Families often lack clean water, electricity, and access to sterilized bottles, putting formula-fed infants at heightened risk. Breastfeeding offers a safe, sanitary, and immediately available source of nutrition and immune protection. Yet, in the communities hardest hit, families have the least access to skilled lactation support.
We must ensure that every mother has access to the education and support she needs to nourish her child, regardless of income or ZIP code.
We urge you to:
- Support the licensure of IBCLCs in Florida, ensuring quality, safety, and professional accountability.
- Add IBCLCs to the Florida Medicaid provider list, allowing us to bill directly for services and reach the families who need us most.
Without action, our state risks losing vital maternal-infant health professionals who cannot continue under the current constraints.
