The Issue

 

To: Hawaii County Council, Michelle Galimba, Department of Parks & Recreation Director Clayton  Honma.         
Subject: Proposal for Inclusive and ADA-Compliant Design: Ocean View Skatepark and Disc Golf Project.
We are writing to advocate for the full inclusion of ADA-accessible pathways and adaptive recreational features in the upcoming Ocean View Skatepark
 and Kahuku Park Disc Golf
 projects. As these projects move into Phase II and beyond, we urge the County to prioritize accessibility not as an added expense, but as a core design requirement for a safe and high-quality facility.  
Our Specific Requests for Inclusion:
Universal Access: Continuous, firm, and stable 48-inch wide pathways connecting the parking lot, restrooms, and the first tee/skatepark entrance to eliminate physical barriers.
Adaptive Disc Golf "Loop": An accessible 3  hole loop starting from the first tee with minimized elevation changes, allowing those with limited mobility or using assistive devices to participate.
WCMX-Friendly Skatepark Features: Design elements such as wider ramps, smooth transitions, Roll-up grind features, and specific entry/exit points that accommodate Wheelchair Motocross (WCMX) riders and adaptive skateboarders.
Beginner "Safe Zone": A dedicated practice area separated by barriers where beginners and adaptive athletes can practice safely away from high-traffic sections.  
Why This Matters:
Ocean View is an underserved community where youth make up over 50% of the population. Many residents with disabilities are currently excluded from local recreation. By following PDGA Appendix F and ADAAG standards, the County can ensure these parks serve 100% of our residents, rather than maintaining "ableist" designs that unintentionally discriminate against those with physical challenges. 
Investing in proper planning now prevents costly retrofitting later and fulfills the County’s legal and moral obligation to provide equal access for all.
