We, the undersigned citizens of India, respectfully affirm our support for the humane, scientific, and lawful management of community (stray) dogs, in accordance with existing Indian laws and constitutional principles.

India already possesses a clear legal framework—through the Animal Birth Control (ABC) Rules, the Prevention of Cruelty to Animals Act, 1960, and binding judicial precedents—which mandate sterilisation, vaccination, and coexistence, rather than displacement or harm.

However, across multiple regions, documented instances indicate inconsistent implementation, resulting in avoidable suffering, increased human–animal conflict, and distress among citizens acting within the law to provide care.

This petition is not a protest against institutions, but a civic expression of conscience. We respectfully request authorities to:

Ensure uniform and strict implementation of Animal Birth Control Rules
Prevent illegal culling, relocation, or cruelty toward community dogs
Protect citizens and caregivers acting lawfully
Adopt data-driven, humane solutions that enhance both public safety and animal welfare
