Overview
"Break the Cycle of Juvenile Delinquency: Require Comprehensive Therapy for At-Risk Youth"

I would like to propose a bill that both supports at-risk youth, and forces parents to take accountability.

This bill would provide proper therapy and rehabilitation for juvenile delinquents guilty of Three misdemeanor crimes,  One felony crime, Or animal abuse. While also delivering a fine to the Parent/Parents for their child's actions. Depending on the severity. The amount would start at 100.00 USD and end in the 1,000.00 USD range. With the additional charge of paying child support to the group home. And in cases of non-payment be the same consequences of non- payment of child support. 

Children over the age of 10 would be the starting age range for this bill,  And under the age of 18.

Goals
To support ill advantaged individuals suffering from neglect, and abuse.
To re-parent and give individuals a better chance at a good future.

Specifications
Rehabilitation would start by removing the child from their home and being placed into a group home to undergo psychiatric evaluation, depending on severity of crimes/mental state, they would need to complete 6 weeks of therapy while in the group home. And at that point if they are deemed mentally intact released home, continuing therapy until deemed necessary by evaluation. More severe cases should be held in a group home for varied ranges ending when they are 18. Then when they age up they will be released to parents custody. Or potentially graduate and earn a clean criminal record.

In cases of Run-aways they will be admitted to a juvenile detention center to receive the same comprehensive therapy under a stricter and more structured eye. 

Caseworkers would be through CPS and any contact with children would need to be through the caseworker and  approved phone calls . 

Criminal records can be be pardoned and sealed to prevent any issues in the future as long as the program is successful.

On january 14th, 2025 

My best friend Herbert was killed. 

Said children had been a previous issue with threats, bullying,car theft and  numerous other crimes, and neglectful addicted parents. 

But unfortunately my family had been a target of theirs for a long time. 

On the night they killed him they stole a car, and waited outside my house. 

It was cold and snowy, but they were warm inside a maroon mercedes.

My cat Herbert, when he had accidentally gotten out. 

They waited for him for around 15 minutes, and when he ran into the road.

And with four witnesses watching.

That’s when they floored the gas leaving the ice melted where the tires spun and marks on my road. 

And my best friend, scared and hurt, ran and hid. 

Where he succumbed to his injuries and died.

 That night I looked for him for four hours. Praying he was okay. 

When i found him cold and deceased under my home. 

It broke me. 

At this point we had already called the sheriff and had expected something to happen. And to my surprise. They were not only let come home the same night. But they will face basically no repercussions. Killing an animal is classed as one of the first warning signs for a serial killer. So why wasn't anything done?

Legally they can’t really be punished.

In this petition i hope to bring change and hope to others while attempting to reform and punish  those who have been failed by the system. Who can do nothing but place a child on pins. 

As well as make a neglectful parent come to terms with their accountability. And the role they should play as the parents of our future.
