The Issue

The heartbreaking loss of 13-year-old Gavin 'Goose' Brody Looper, to the reckless violence of a repeat offender has prompted us to step up and speak out. Our grief fuels our resolve to ensure that others do not have to experience a similar tragedy. Gavin, a beacon of love, lost his life prematurely, and we believe that his memory can spark a substantial change in the law, preventing another family from enduring such sorrow.

This is why we are advocating for HB 2036, now being named "The Gavin Looper Act," in the state of Washington. This legislation aims to mitigate the damage repeat violent offenders can inflict on our communities and our families. Punishment alone has proven ineffective; we need systemic changes that focus on deterrence, rehabilitation, and public safety.

The National Institute of Justice's research indicates that repeat criminals commit a disproportionate number of crimes. Up to two-thirds of prisoners are re-arrested within three years of their release. This significant rate shows that our current approach is failing us.

Passing HB 2036, the "Gavin Looper Act", would symbolize our collective refusal to accept these unacceptable circumstances perpetuated by repeat offenders. Gavin's loss will not be in vain if it leads to a safer community for everyone. We owe it to our children and families.

Please, stand with us in the memory of Gavin 'Goose' Brody Looper and support this crucial legislation. By signing this petition, you're supporting systemic change and remembering a beloved young life taken too soon. We call for your solidarity, compassion, and action. Help us honor our son's memory by making our communities safer. Sign and support the "Gavin Looper Act" - HB 2036. (formerly introduced as HB 1799)
