Senator, 

I am writing to ask you to co-sponsor or support S4349, the Anderson Amendments, which would ensure equitable access to public preschool for twins and higher-order multiples across New Jersey.

Many districts assign twins separate lottery numbers, forcing their families to “win” twice to receive the same opportunity offered to a singleton child. This often results in one twin being admitted while the other is waitlisted, making the available seat impractical or unusable.

This is also a developmental concern. Twins enter preschool at the same age and developmental stage, and separating them should be an individualized decision made by their parents—not an unintended consequence of a lottery system. This is especially important for young children who may rely on one another for emotional security during the transition into school.

  • The Anderson Amendments would:Treat multiples as one linked unit in public preschool lotteries unless parents request otherwise;
  • Extend existing parental placement rights under N.J.S.A. 18A:36-38 to preschool; and
  • Establish consistent and equitable access for families of multiples statewide.
