Subject: Protecting Georgia’s Democratic Future, Addressing Political Repression, Advancing the MEGOBARI Act, and Preserving the U.S.–Georgia Strategic Partnership
Honorable Senators and Members of Congress:
We, Georgian immigrants residing in the United States and representatives of the Georgian diaspora, respectfully address the United States Congress to express our profound concern regarding the deterioration of democracy, the rule of law, and fundamental human rights in Georgia, and to seek continued American leadership in supporting the democratic aspirations of the Georgian people.
We extend our sincere gratitude to the United States for its longstanding friendship and invaluable contributions to Georgia’s independence, sovereignty, territorial integrity, democratic development, and national security.
For decades, relations between Georgia and the United States have rested upon shared commitments to freedom, democracy, human dignity, the rule of law, and international peace and security. American assistance has played an essential role in strengthening Georgia’s democratic institutions, defense capabilities, and opportunities for future generations.
Today, however, these achievements face serious challenges. We are deeply concerned that the policies and actions of Georgia’s ruling party, Georgian Dream, are undermining democratic institutions, restricting fundamental freedoms, weakening the country’s European and Euro-Atlantic orientation, and jeopardizing its longstanding strategic relationship with the United States.
We therefore respectfully call upon Congress to take appropriate legislative, diplomatic, and oversight measures to defend democratic principles, promote accountability, protect the Georgian people, and help preserve the foundations of the U.S.–Georgia partnership.
I. Democratic Backsliding, Political Repression, and Threats to Constitutional Governance
Georgia is experiencing a profound democratic and institutional crisis, characterized by increasing restrictions on political pluralism, independent media, civil society, and the peaceful exercise of fundamental rights.
We are particularly concerned by restrictive legislation affecting nongovernmental organizations and independent media, efforts to limit or prohibit opposition political activities, and the use of state institutions and legal proceedings in ways that raise serious concerns about political retaliation and the suppression of dissent.
Such measures threaten the essential foundations of a democratic society, including freedom of expression, freedom of peaceful assembly, political competition, judicial independence, and the ability of citizens to participate freely in public affairs.
Concerns regarding electoral integrity further demonstrate the seriousness of this crisis. In its December 2024 final report on Georgia’s parliamentary elections, the OSCE Office for Democratic Institutions and Human Rights (OSCE/ODIHR) identified significant shortcomings, including voter pressure and intimidation, compromises to ballot secrecy, an uneven electoral playing field, concerns regarding the independence of electoral institutions, and inadequate consideration of electoral complaints.
These findings underscore the urgent need for credible electoral safeguards, effective legal remedies, and the restoration of public confidence in the democratic process.
We are equally alarmed by reports from international human rights organizations documenting excessive use of force against demonstrators, allegations of torture and other ill-treatment of detainees, restrictions on peaceful assembly, violations of due process, and the failure to conduct effective investigations or ensure accountability for alleged abuses by law enforcement authorities.
The OSCE Moscow Mechanism report presented in March 2026 further highlighted serious concerns regarding abuses against protesters, opposition leaders, and journalists, restrictions on fundamental freedoms, and persistent impunity.
Taken together, these developments warrant sustained international scrutiny, independent investigations, effective protection for those at risk, and appropriate accountability for individuals responsible for serious violations.
Political disagreement must never become grounds for imprisonment, intimidation, violence, or exclusion from democratic participation. State institutions must serve the public interest rather than function as instruments of political repression.
II. The Politicization of the Constitutional Court and Attempts to Eliminate Pro-Western Political Opposition
We are gravely concerned by the Georgian Dream government's efforts to use the Constitutional Court of Georgia as an instrument of political repression and to establish a legal basis for prohibiting pro-Western opposition political parties. We believe that these efforts represent a serious threat to constitutional democracy, political pluralism, judicial independence, and the fundamental right of Georgian citizens to participate freely in political life.
The use of constitutional proceedings to eliminate legitimate political opponents, rather than to safeguard constitutional rights and democratic institutions, risks transforming the judiciary into a mechanism for consolidating authoritarian rule. If successful, such measures could effectively deprive a substantial segment of Georgian society of meaningful political representation, undermine the possibility of peaceful democratic transitions of power, and establish conditions in which political competition is systematically restricted in favor of the ruling party.
We are particularly concerned that the suppression of pro-Western political forces would further weaken Georgia's constitutionally mandated European and Euro-Atlantic integration, diminish democratic checks and balances, and create additional opportunities for the expansion of Russian political influence. In a country whose internationally recognized territory remains partially occupied by the Russian Federation, the elimination of political forces advocating closer integration with Western democratic institutions would have serious implications not only for Georgia's democratic future but also for its sovereignty and regional security.
III. Political Prisoners, Due Process, and the Protection of Human Dignity
We are deeply concerned about the continued imprisonment of Mikheil Saakashvili, the third President of Georgia, as well as the detention and prosecution of other pro-Western opposition leaders, political activists, journalists, and citizens whose cases have raised credible concerns regarding political motivation, arbitrary detention, or violations of fundamental rights.
Particular attention must be given to the health, safety, and treatment of individuals in detention.
We draw attention to troubling reports concerning the health of opposition politician Elene Khoshtaria and the need to ensure her continued access to appropriate medical care.
We are also concerned about reported health and detention-related issues involving Nino Datashvili, whose case has reportedly been brought before the European Court of Human Rights, and Giorgi Chikvaidze. Their circumstances, including allegations of inadequate medical treatment or ill-treatment, warrant independent examination and appropriate protective measures.
We are equally concerned about the imprisonment of Mzia Amaghlobeli, a prominent Georgian journalist and founder of the independent media outlets Batumelebi and Netgazeti. Her prosecution and imprisonment have raised serious concerns regarding freedom of the press, the proportionality of criminal sanctions, and the potential use of the criminal justice system to intimidate and suppress independent journalism. Her case has attracted significant international attention and underscores the growing threats to media freedom and democratic accountability in Georgia. We respectfully urge the United States Congress to call for her release, support an independent and impartial review of her case, and advocate for the protection of journalists from politically motivated prosecution and retaliation for their professional activities.
We respectfully urge Congress to call for the immediate and unconditional release of all individuals detained or imprisoned solely for peacefully exercising their fundamental rights, including freedom of expression, peaceful assembly, and political participation.
In other cases involving credible allegations of politically motivated prosecution, we call for independent, impartial, fair, and transparent judicial review, with full respect for due process, the presumption of innocence, judicial independence, and internationally recognized human rights standards.
We further urge that all detainees, without discrimination, be guaranteed access to legal counsel, necessary medical treatment, humane conditions of detention, and effective legal remedies.
Allegations of torture, ill-treatment, arbitrary detention, and other serious abuses must be investigated promptly and impartially, with accountability established at all appropriate levels.
No person should be deprived of liberty for peacefully expressing political beliefs, and no detainee should be denied the fundamental protections of human dignity and the rule of law.
IV. Georgia’s Constitutional European and Euro-Atlantic Orientation, Sovereignty, and Regional Security
The Georgian people have consistently demonstrated their aspiration to build a democratic European state and to maintain close strategic cooperation with the United States and its Western allies.
Article 78 of Georgia’s Constitution requires constitutional bodies, within the scope of their respective powers, to take all measures necessary to ensure Georgia’s full integration into the European Union and the North Atlantic Treaty Organization.
We are deeply concerned that the policies and political rhetoric of the Georgian Dream government increasingly conflict with these constitutional objectives and undermine Georgia’s historic European and Euro-Atlantic aspirations.
The government’s increasingly confrontational posture toward Western partners, together with political and foreign policy decisions perceived as accommodating Russian interests, raises serious concerns about Georgia’s long-term sovereignty, democratic resilience, and strategic orientation.
These developments are particularly troubling because the Russian Federation continues to occupy Abkhazia and the Tskhinvali region/South Ossetia, representing approximately 20 percent of Georgia’s internationally recognized territory.
We are also concerned about expanding political and economic engagement with Iran, particularly where such relationships lack sufficient transparency, effective oversight, or appropriate security safeguards. We believe that such engagement warrants careful examination in light of its potential implications for regional security and Georgia’s longstanding Western partnerships.
The Georgian people must retain the sovereign right to determine their country’s political and strategic future without external coercion or interference.
We therefore respectfully urge Congress to reaffirm the United States’ unwavering support for Georgia’s sovereignty, independence, and territorial integrity within its internationally recognized borders, to continue condemning Russia’s occupation of Georgian territory, and to uphold the longstanding policy of non-recognition.
We firmly believe that a democratic, sovereign, and securely Western-oriented Georgia remains essential to stability in the South Caucasus and the strategically important Black Sea region.
V. The Georgian People, the U.S.–Georgia Partnership, and Shared Security Commitments
We wish to emphasize an essential distinction: the policies and decisions of Georgia’s current government must not be equated with the democratic aspirations, values, or long-term interests of the Georgian people.
Despite the present political crisis, Georgian society remains deeply committed to democracy, European integration, cooperation with the United States, and participation in the broader community of free and democratic nations.
The friendship between Georgia and the United States extends beyond relations between governments. It reflects decades of mutual trust, people-to-people engagement, educational exchange, economic cooperation, and shared security commitments.
An especially important part of this relationship is the history of cooperation between Georgian and American service members.
Georgian military personnel have served alongside American and allied forces in international missions, including operations in Afghanistan and Iraq, demonstrating courage, professionalism, and commitment to our common security objectives.
We honor the memory of Georgian and American service members who made the ultimate sacrifice in the service of international peace and security.
We believe that opportunities for Georgian military personnel to participate in American professional military education, specialized training, joint exercises, and appropriate international peacekeeping and security missions should be preserved and, where feasible, strengthened.
Such cooperation contributes to Georgia’s defense capabilities, regional stability, and the long-term strategic interests of both countries.
At the same time, the continuation and future development of the U.S.–Georgia strategic partnership should remain firmly grounded in shared democratic principles, respect for human rights, and mutual security interests.
Progress toward the full normalization of relations with the Georgian authorities should be guided by demonstrable improvements in democratic governance, an end to political repression, meaningful protection of fundamental freedoms, and the establishment of conditions for genuinely free and fair elections.
The deterioration of relations with the current Georgian authorities must not result in the abandonment or isolation of the Georgian people.
VI. Education, Civil Society, and Opportunities for Future Generations
For generations of young Georgians, the United States has represented an example of educational excellence, intellectual freedom, innovation, democratic leadership, and professional opportunity.
Thousands of Georgian students aspire to pursue higher education at American universities, participate in scientific research, develop professional expertise, and eventually apply their knowledge and experience to the advancement of their homeland.
We consider educational, cultural, scientific, and professional exchanges between Georgia and the United States indispensable to Georgia’s democratic future and to the preservation of lasting ties between our societies.
We therefore encourage Congress to support the continuation and expansion of appropriate educational and professional development opportunities for Georgian students, researchers, journalists, emerging civic leaders, human rights defenders, and other professionals.
We also encourage sustained cooperation in economic development, cultural exchange, access to independent information, and the strengthening of democratic institutions.
The policies of Georgia’s current authorities should not deprive ordinary Georgian citizens, particularly younger generations, of opportunities to study, develop their professional potential, engage with democratic societies, and maintain meaningful relationships with the United States.
American engagement with the Georgian people should remain inclusive, forward-looking, and responsive to their legitimate aspirations.
VII. The MEGOBARI Act, Targeted Sanctions, and Democratic Accountability
We express our sincere appreciation to U.S. Senators Jeanne Shaheen, Jim Risch, Chris Coons, and Pete Ricketts, and U.S. Representatives Joe Wilson, Richard Hudson, Steve Cohen, Marc Veasey, and Brian Mast, for their leadership and support in advancing the MEGOBARI Act and Georgia’s democratic future. We also extend our gratitude to the sponsors and co-sponsors of the legislation in both chambers of Congress, as well as to all Members of Congress who have made the protection of Georgia’s democracy, sovereignty, and Euro-Atlantic aspirations an important legislative priority.
We regard the MEGOBARI Act as a significant bipartisan and bicameral initiative reflecting the United States’ commitment to supporting the Georgian people and strengthening accountability for actions that undermine democratic institutions, violate fundamental human rights, or obstruct Georgia’s Western integration.
We respectfully urge Congress to advance the legislative measures necessary for the Act’s enactment and, upon enactment, to exercise appropriate oversight of its timely and effective implementation by the relevant executive-branch agencies.
We also encourage the continued use of existing legal and diplomatic mechanisms to promote accountability and defend democratic principles in Georgia without awaiting additional legislation.
In particular, we support the maintenance, effective enforcement, and, where justified, expansion of targeted sanctions against Bidzina Ivanishvili and other individuals credibly implicated in serious human rights violations, political repression, significant corruption, or the systematic weakening of Georgia’s democratic institutions.
Such measures should be based on credible evidence, implemented in accordance with applicable United States law, and accompanied by appropriate legal safeguards.
We believe that sanctions should focus on individuals responsible for serious misconduct rather than impose unnecessary hardship on ordinary Georgian citizens.
Accordingly, targeted measures should be designed to minimize adverse effects on legitimate educational, humanitarian, cultural, and economic activities.
Accountability for those responsible for democratic backsliding must be pursued in a manner that protects, rather than punishes, the Georgian people.
VIII. Our Specific Requests to the United States Congress
In light of the foregoing, we respectfully request that the United States Congress consider and advance the following measures within its constitutional and legislative authority:
1. Advance the MEGOBARI Act and Strengthen Congressional Oversight
Advance the remaining legislative steps necessary for the enactment of the MEGOBARI Act and, following its enactment, oversee its effective implementation. Continue congressional hearings, executive-branch briefings, and appropriate reporting concerning democratic backsliding, political repression, human rights violations, and threats to regional security in Georgia.
2. Maintain and Expand Targeted Accountability Measures
Support the maintenance, enforcement, and, where legally justified, expansion of targeted sanctions against Bidzina Ivanishvili and other individuals credibly implicated in serious human rights abuses, political repression, significant corruption, or actions undermining Georgia’s democratic institutions. Ensure that such measures comply with applicable law and minimize harm to ordinary citizens.
3. Address Political Imprisonment and Protect Detainees’ Rights
Call for the immediate release of individuals imprisoned solely for peacefully exercising their fundamental rights, and advocate independent, impartial judicial review of cases involving credible allegations of politically motivated prosecution, including those concerning former President Mikheil Saakashvili, opposition party leaders, journalists, civil society activists, and other affected individuals. Insist upon humane detention conditions, access to legal representation, and appropriate medical care.
4. Support Independent Human Rights Monitoring and Accountability
Encourage independent international monitoring and prompt, credible investigations into allegations of torture, ill-treatment, excessive or unlawful police force, arbitrary detention, and other serious violations. Support effective remedies for victims and accountability for those responsible, including officials at relevant levels of authority.
5. Defend Political Pluralism, Independent Media, and Civil Society
Support the restoration and protection of a genuinely democratic multiparty political system. Oppose efforts to eliminate peaceful political competition through politically motivated legal proceedings, encourage the repeal or amendment of legislation inconsistent with Georgia’s international human rights obligations, and support independent journalism, civil society organizations, and human rights defenders.
6. Support a Peaceful Democratic Resolution Through Free and Fair Elections
Support a peaceful, Georgian-led resolution of the political crisis through new, genuinely free and fair parliamentary elections, conducted with credible international observation and effective safeguards. These safeguards should include an impartial election administration, protection of ballot secrecy, freedom from intimidation and coercion, equitable conditions for political competition, meaningful access to independent media, and effective legal remedies for electoral violations. We further call for the restoration and effective protection of the voting rights of Georgian citizens residing abroad, ensuring that members of the Georgian diaspora have a meaningful opportunity to participate in their country’s democratic future. The authority to choose Georgia’s political leadership belongs exclusively to the Georgian people through a legitimate democratic process.
7. Preserve Direct Engagement with Georgian Society
Maintain and strengthen direct cooperation with the Georgian people in education, research, culture, economic development, professional training, independent information, and democratic institution-building. Ensure that diplomatic disagreements with the current authorities do not unnecessarily undermine opportunities available to Georgian citizens.
8. Reaffirm Georgia’s Sovereignty and Territorial Integrity
Continue the United States’ longstanding support for Georgia’s sovereignty and territorial integrity within its internationally recognized borders, condemn Russia’s continued occupation of Abkhazia and the Tskhinvali region/South Ossetia, and consistently uphold the policy of non-recognition.
9. Preserve Long-Term Strategic and Security Cooperation
Support appropriate opportunities for continued professional military education, training, and security cooperation with Georgian personnel, while ensuring that the broader U.S.–Georgia partnership remains consistent with democratic principles, human rights obligations, and shared security interests.
10. Establish Clear Democratic Benchmarks for the Normalization of Relations
Encourage an approach under which progress toward the full normalization of relations with the Georgian authorities is informed by measurable improvements in respect for fundamental freedoms, the cessation of political repression, credible judicial safeguards, the release of individuals imprisoned solely for peacefully exercising their rights, and the establishment of conditions for genuinely free and fair elections.
Such an approach should preserve the distinction between the conduct of the current authorities and the legitimate interests and aspirations of the Georgian people.
11. Oppose the Politically Motivated Dissolution of Opposition Parties and Safeguard Constitutional Democracy in Georgia
We respectfully urge the United States Congress to closely monitor the proceedings before the Constitutional Court of Georgia concerning the proposed dissolution and prohibition of pro-Western opposition political parties; publicly oppose attempts to eliminate legitimate political opposition through politically motivated constitutional litigation; and support measures to safeguard judicial independence, political pluralism, and the Georgian people's fundamental right to determine their country's political future through free and fair elections. The Constitutional Court must serve as a guardian of constitutional democracy, not as an instrument of political repression, authoritarian consolidation, or the dismantling of democratic institutions.
Concluding Appeal
Honorable Members of the United States Congress,
Georgia stands at a consequential moment in its history.
The choices made today will have lasting implications for the future of its democracy, the protection of fundamental rights, the security of the Black Sea region, and the enduring partnership between the Georgian and American peoples.
The Georgian people aspire to live in a free, democratic, and sovereign country where political disagreement is not punished, journalists can report without intimidation, citizens can peacefully express their views, young people have meaningful opportunities to pursue their ambitions, and political power is transferred through genuinely free and fair elections.
We do not seek American intervention in determining Georgia’s domestic political choices, nor do we ask the United States to select Georgia’s political leaders.
Rather, we respectfully seek continued American support for the universal democratic principles that the Georgian people themselves have embraced and that have long formed the foundation of the United States’ commitment to freedom and human dignity.
We are not asking for special privileges. We are asking that the Georgian people not be deprived of their fundamental right to determine their own future freely, peacefully, and without intimidation or coercion.
We respectfully urge Congress to exercise its constitutional authority, international standing, and diplomatic influence to support democracy, human rights, the rule of law, and accountability in Georgia.
We believe that principled American engagement, including appropriate legislative action, targeted accountability measures, diplomatic leadership, and continued cooperation with Georgian society, can make a meaningful contribution to the protection of Georgia’s democratic future.
A free, democratic, and sovereign Georgia can remain a dependable and valued partner of the United States, contributing to peace, security, and stability in the South Caucasus and the Black Sea region.
The friendship between our nations must endure beyond the policies of any particular government. It must continue to rest upon the shared interests, sacrifices, values, and democratic aspirations of our peoples.
We remain profoundly grateful for the United States’ longstanding support for Georgia’s independence, sovereignty, territorial integrity, and freedom.
We respectfully ask the United States Congress to stand with the Georgian people in defending their democratic rights, preserving their sovereignty, and securing their freedom to choose their own future.
Respectfully submitted on behalf of,
Georgian Immigrants Residing in the United States and Representatives of the Georgian Diaspora
