Business License Question – Virtue + Venom Boudoir & Portrait Photography

On January 26, 2026, the City’s Planning Department notified the owner of Virtue + Venom Boudoir & Portrait Photography that this business has been operating without zoning approval and a business license in violation of several City codes. The City ordered that the business cease operations immediately until these violations have been remedied. Based on the information available to the City regarding the nature of the business, the City has informed the business owner that the intended use is not permitted in this area of the City.

If the business owner chooses to submit a request for zoning approval and a business license application that includes clarifying information, the City will consider the requested use on its merits based upon the information provided and City’s land use and business license regulations; however, the business owner has not submitted such an application at this time. The business owner has rights under City ordinances and State law to appeal the City’s final decision in these matters if she believes that City officials have not applied these laws
correctly; however, no appeal has been filed at this time.
