The Issue
PETITION TO THE MAYOR AND COUNTY LEADERSHIP
Support the Preservation and Community Use of the Historic Minuke ‘Ōle Bull Pen Property
We, the undersigned full-time and part-time residents of Hawai‘i Island, respectfully petition the Mayor and County of Hawai‘i to take immediate action to acquire the Council-approved PONC parcel, more specifically, the 10-acre historic Minuke ‘Ōle Bull Pen property from Parker Ranch. We understand the County initiates the process with the landlord for the purchase of the parcel, through the (PONC) process.
This property, approved by the Public Access, Open Space, and Natural Resources Preservation Commission County Council, represents a vital piece of our island’s history and a treasured community view plain. From the site, one can enjoy sweeping views of Mauna Kea, Mauna Loa, and Hualālai—an irreplaceable landscape that must be preserved for current and future generations.
The Minuke ‘Ōle Bull Pen offers multiple benefits to our community:
- Historic Value: It is a significant cultural and historic site tied to the paniolo heritage of Waimea.
- Scenic Preservation: Protects a unique open space and view plain central to Waimea’s identity.
- Community Use: Provides opportunities for recreation and gathering, including integration with the Rotary Pavilion, soccer fields, and other town facilities.
- Sustainability: With management by community organizations such as the Waimea Preservation Association (WPA) and partners, the property could be maintained for public benefit with PONC trust fund support.
The people have spoken, the process has been followed, and funding through the dedicated 2% real property tax is available. Given the development occurring in South Kohala, the time for County administration to purchase the 10-acre historic site is urgent, and the time is now to protect this land for future generations.
We urge the Mayor to take immediate action and proceed with this acquisition.
