Oppose the implementation of ALUCP for Shelter Cove. 

Quick Background
Shelter Cove is a Coastal community on the coast in Northern California.  We are originally a 5000 acres ranch with a 3,300ft airstrip in the middle. Read more about the history Gem of the Lost Coast a book by Mario Machi. 

Most of the buildable flat land zoned for multi-family, Commercial, Duplex, Triplex, fourplex and single family sites with sewer and utilities are located around the Runway. Our Airport in the middle coexisted with the community for decades in harmony. Taxiway is used by residents as a walking or jogging path. An entire golf course surrounds the runway. People built homes around the golf course. Most of the apartments, restaurants, Motels, Hotels, businesses are all located near the airport. 

But all of that is changing now by the new ordinance that went into effect in April of 2021 known as ALUCP ( Airport Land use compatibility Plan).


What is the issue?
The new ordinance known as ALUCP Airport Land Use Compatibility Plan 
announced safety zones around the airport. It mandates that only one house can be built in 10 acres, all new buildings have a maximum height limit of 17 feet, all lots zoned for commercial and multi-family are banned, No more apartment building, no more hotels, no more restaurants. And many more new restrictions to prevent buildings. 

As the saying goes " There are plenty of jobs in Shelter cove but not enough housing".There is a severe housing shortage already in Shelter Cove. This ordinance will make it worse. 

Can we do something to stop the implementation of ALUCP  for Shelter Cove?
Yes, The Ordinance is clear that the local jurisdictions have 180 days to overrule by a 2/3rd majority vote by the board.

The county says RID (Resort Improvement District) has the local jurisdiction. RID is the local government agency that runs the utilities that also owns the airport. The RID Board vehemently denies it has neither  jurisdiction nor authority. RID Board has rejected multiple requests from the general public to vote on this issue citing lack of authority. 

The county had to request both Hoopa and Shelter Cove permission to be included as it does not own both of those Airports. Hoopa Airport decided to opt out. But the RID board decided to opt in.

Where were you when all these happened?
ALUCP implementation was never communicated with Shelter Cove community members by any authority neither local level nor the County Level. There were no meetings to inform the community about the impact on their lives and the lives of generations to come. No letters were  sent to the impacted land or home owners.  We found out about this when we called the county for a building permit. County planning division said "Sorry you can no longer build an apartment due to ALUCP". Currently there are two apartments on Lower Pacific. But no more.

Why now?
As you can see we are running out of time as the 180 days deadline is coming up soon, on October 13tth. So timing is of the essence. In the meantime, hopefully we can find out who has actual authority to overrule ALUCP soon!

Why sign the petition?
Please sign the petition if you oppose the implementation of ALUCP. That way, the  people with control of the levers of power can know how much the  community is in opposition to  ALUCP.
