Substances destroy lives, economy and the society. If someone is unable to function normally or properly without the reliance on substance consumption, then how can we entrust them to important tasks and positions of decision making on important issues, locally or nationally? 

Bring back substance screening for important jobs that impact large amount of populations in Canada.
