

Subsidise Bed Rails to Prevent Elderly Falls
The Issue
Every year in Singapore, thousands of elderly individuals suffer from preventable falls — many of them right at home, especially in the bedroom. Tragically, some of these incidents end in serious injury, permanent disability, or even death.
Recently, my mother shared heartbreaking news: her friend, an elderly woman, passed away after falling from bed. As a caregiver to two elderly parents, I know how easily this could have been prevented. For years, my parents have used bed rails — simple but effective tools that give them stability, support, and safety. But shockingly, bed rails are not currently included in any government subsidy programmes, such as the EASE (Enhancement for Active Seniors) Programme or the Senior Mobility Fund (SMF).
Why This Matters
1 in 3 seniors in Singapore aged 65 and above experiences a fall every year.
About 60% of these falls happen at home, often in the bedroom during the night or early morning.
Falls are the leading cause of injury-related deaths among Singapore’s elderly.

When a fall happens, the consequences are devastating — physically, emotionally, and financially. A single hospitalization from a fall can cost $4,000 to $7,000 or more. Even more painful is the loss of independence that often follows.
The Overlooked Solution: Bed Rails
Used properly, bed rails can reduce fall risk by up to 50%, according to global research from healthcare organizations like the CDC and WHO. In countries like Japan and Sweden, bed rails are standard eldercare equipment and often subsidized by the government. Yet here in Singapore, they remain unsupported.
Currently, the EASE Programme covers the installation of grab bars, slip-resistant flooring, and ramps — all helpful for fall prevention. But it excludes bed rails, even though they directly address one of the most vulnerable moments for seniors: getting in and out of bed.
What We’re Asking For
We are not asking for mandatory installation in every home. We are simply asking the government to recognize bed rails as essential eldercare equipment and make them eligible for subsidy.
We respectfully request:
1. That bed rails be included under the EASE and/or SMF schemes
2. That only approved, safe models be listed for subsidy
3. That the public be given clear guidance on safe installation and use

Our elderly deserve to sleep — and wake — with peace of mind. As caregivers and community members, we should not have to choose between safety and affordability.
