The Issue

UPDATE January 2026

We never heard from Subaru but THE ASPCA TOOK OUT THE DANGEROUS INFO IN THEIR DECLAWING POSITION THAT SAID, " The ASPCA is strongly opposed to declawing cats for the convenience of their owners or to prevent damage to household property. The only circumstances in which the procedure should be considered are those in which all behavioral and environmental alternatives have been fully explored, have proven to be ineffective, and the cat is at grave risk of euthanasia." and "Legislation to make declawing illegal, while well-intentioned, can be problematic, because, in rare cases, the procedure may be justifiable as a last resort to prevent euthanasia. There is also no meaningful way to enforce a law that includes this exception."

WE CONSIDER THIS A VICTORY FOR CATS BECAUSE THE VETERINARY MEDICAL ASSOCIATIONS CANNOT USE THE ASPCA'S INFORMATION ANYMORE TO HELP STOP THE ANTI-DECLAWING LEGISLATION LIKE THEY DID IN ILLINOIS AND ARIZONA.

LET'S HOPE THAT THE ASPCA WILL NOW ADVOCATE TO BAN DECLAWING, ESPECIALLY IN IL AND AZ WHERE THEIR DECLAWING POSITION WAS USED TO KEEP DECLAWING LEGAL IN THOSE STATES.  PLEASE ASK THE ASPCA TO HELP BAN DECLAWING. LEGISLATION@ASPCA.ORG

"Dear Subaru,
Your $41 million in donations to the @ASPCA over 18 years reflects your deep commitment to animals, but I’m devastated for cats. The ASPCA stands completely alone among major animal welfare organizations in claiming declawing “in rare cases, the procedure may be justifiable as a last resort to prevent euthanasia” despite having no credible data to support it.

Every other major organization has already rejected this false “euthanasia excuse”:

•AAFP: 2020 position. No peer-reviewed evidence shows cats are surrendered or euthanized for scratching. Declawing should not be justified this way.
•Banfield (nation’s largest vet chain, banned declawing in 2020): Current evidence does not support declawing as a way to prevent abandonment or euthanasia.
•VCA Animal Hospitals (also banned declawing in 2020): Declawed cats often develop litter box and biting problems — the leading reasons cats are surrendered. Scratching is far less common. Declawing makes euthanasia more likely, not less.
•AVMA (American Veterinary Medical Association): In 2020, they completely removed the euthanasia excuse from their policy after reviewing the scientific evidence and these expert positions.

Meanwhile, the ASPCA’s antiquated stance is actively being weaponized by pro-declaw lobbyists to block bans — protecting profits, not pets. And all the while, cats endure amputated toe bones, chronic pain, litter box avoidance, and lifelong suffering.

Subaru, your silence risks complicity. If you truly “Love Pets,” demand that the ASPCA produce real data to justify their position or urge them to finally join the rest of the animal welfare world in condemning declawing and supporting bans. If they refuse, please redirect your generosity to shelters that truly protect all animals.
Otherwise, your Subaru Loves Pets campaign looks like it’s only for dogs.

Please be honest and call it what it is: “Subaru Loves Dogs.”
Because if this issue involved dogs, it’s hard to imagine Subaru turning away and allowing so many innocent animals to suffer from the ASPCA’s antiquated and false position.

Cats deserve the same compassion.

Please choose courage. Please use your influence to end this cruelty.
A heartbroken animal advocate and cat lover,
[Your Name]”

There are many other animal welfare organizations who put the welfare of all innocent animals first and who truly want to protect all of them from cruelty.

The fact that declawing veterinarians and the Veterinary Medical Associations are using the ASPCA's declawing position to help stop the anti-declawing bills and this should concern you Subaru.  That is IF YOU TRULY CARE ABOUT CATS.

Here's the March 23, 2022 testimony from the Arizona Veterinary Medical Association's lobbyist, Susie Stevens, who used the ASPCA's declawing position statement to oppose the bill. AzVMA uses the ASPCA's declawing position to oppose the bill

Here's the video of a declawing vet using the ASPCA's declawing position statement to stop an anti-declawing ordinance in his town. (At the 2.30 minute mark and 8.30 minute mark.) AAHA declawing vet uses the ASPCA's position statement

Subaru, the ASPCA keeps changing the reason they condone declawing in their declawing position statement. WHY? Who is guiding them to be on the side of declawing veterinarians over the side of innocent cats?

In 2015 the ASPCA said the only reason declawing could be condoned would be if the cat owner had a compromised immune system or illness.

In 2016 the ASPCA changed their position statement and said they "do not consider the potential for exposure to zoonotic diseases from cat scratches (including in households with immune compromised people) a valid justification for declawing a resident cat."

Then the ASPCA made up a new excuse and said declawing may be justifiable if all the behavioral and environmental alternatives have been fully explored, have proven to be ineffective, and the cat is at grave risk of euthanasia.

This is what the ASPCA says in their current position statement that was last updated in 2017, "The ASPCA is strongly opposed to declawing cats for the convenience of their owners or to prevent damage to household property. There is also no meaningful way to enforce a law that includes this exception." ASPCA's Declawing Position Statement

Subaru, the ASPCA values the millions of dollars you give them.

The ASPCA's director of donor communications told a City the Kitty rep in 2025 that they are NOT interested in OUR donation and wouldn't give us their data that shows that declawing prevents euthanasia. (There is no data like that.) This director also called one of our team members a terrorist for politely asking her in a call for their data and for saying they wanted to make a donation but first wanted to know if the ASPCA was going to revise their declawing position. The ASPCA director said that they are NOT going to revise it.

Please ask the ASPCA if they are confused.

They say they do not support a surgical procedure like declawing yet they condone it for the death/declaw excuse.

In their "Surgical Procedures for Resolving Undesirable Behavior" they say, "The ASPCA does not support the use of surgical procedures that attempt to circumvent the behavioral issue while exposing pets to unnecessary discomfort and risk."  ASPCA's Surgical Procedures for Resolving Undesirable Behavior section

They say, "The only circumstances in which the procedure should be considered are those in which all behavioral and environmental alternatives have been fully explored, have proven to be ineffective, and the cat is at grave risk of euthanasia" in their destructive scratching section.  ASPCA's Destructive Scratching section

Declawing is the amputation of a cat's last toe bone. It is performed routinely in veterinary practices across the country.

Thousands of declawed cats are thrown away because of the behavioral issues they develop from the pain and discomfort in their mutilated paws after being declawed and many are euthanized because of they can't find new homes.

Here is just ONE of the many examples from a shelter director that shows how declawed cats are thrown away and many are euthanized because of being declawed. Declawing Doesn't Keep Cats in Homes

Subaru, please ask the ASPCA if they care about all the declawed cats who lose their homes and many are euthanized.

In 2021 Subaru put out a press release that said, "As part of the 2020 Subaru Loves Pets campaign, the automaker championed the hard-to-adopt shelter dogs – including dogs with special needs, specifically senior dogs, amputees, visually and hearing-impaired dogs, and dogs with congenital disabilities and physical challenges." Subaru press release

Another story in 2017 said this, "Thomas J. Doll, president and COO of Subaru of America, Inc. “We are very happy to partner with the ASPCA® and many local animal welfare groups, to help improve the health and well-being of animals across the country, and help them to find safe and loving homes.”

https://www.adventuresubaru.com/blog/2017/october/19/subaru-aims-to-improve-lives-of-furry-friends-with--subaru-loves-pets-.htm

DECLAWING CAUSES THOUSANDS OF CATS EACH YEAR TO BE THROWN AWAY OR RELINQUISHED TO SHELTERS. MANY OF THOSE CATS ARE KILLED BECAUSE THEY CAN'T FIND NEW HOMES BECAUSE OF THE BEHAVIORAL ISSUES THEY DEVELOPED FROM THE PAIN AND DISCOMFORT IN THEIR MUTILATED PAWS.

Subaru, if you are going to continue to support the ASPCA then you should help all the declawed cats in shelters and rescues with behavioral issues  find a new home.

Declawing is inhumane, cruel, mutilating, and harmful to the long term health and well-being of a cat or kitten.

It is animal cruelty!

Cats deserve better Subaru and you should inspire the ASPCA to completely condemn this cruelty and torture that's being done to innocent and healthy cats.

Subaru it's time for you to do the right thing and take a stand against this animal cruelty and support animal welfare organizations who truly care about the welfare of all animals.

We will celebrate your bravery in leading the way to a better world for cats.

Can you PLEASE respectfully ask the ASPCA why they are making weak excuses to condone this animal cruelty and send us an email to citythekitty@gmail.com if you get an answer from them.
