The Issue

An alarming concern for students, parents, and residents within Loudoun County, Virginia, revolves around Dominion Power’s proposal for over-ground electric lines. The proposed lines will directly impact Rock Ridge High School, Rosa Lee Carter Elementary School, and the Loudoun Valley II and Loudoun Valley III communities.

Overhead lines pose significant safety risks, including electromagnetic radiation, risk of electrocution, and decreased property values. According to the National Institute of Environmental Health Sciences, these overhead power lines can produce harmful levels of electromagnetic fields (EMFs), which, with long-term exposure, can lead to severe health issues.

Besides looking aesthetically unpleasing, these lines can also decrease the property values of homes within Loudoun Valley III (Case Western Reserve Study, 2008). A potential drop in local homeowners' property value not only affects their individual financial stability but can also negatively impact the broader county tax base.

We put forth this petition to protect the safety and prosperity of our growing community. It is vital that Dominion Power be compelled to place any new power lines underground, minimizing risks and preserving the aesthetics of our neighborhood.

Our Concerns:

Health & Safety Risks: The close proximity of high-voltage power lines to schools raises concerns about long-term exposure to electromagnetic fields (EMF), which studies suggest may pose potential health risks to children. This will impact over 2,400 students and 400 staff members every year, as well as many generations to come.
Impact on Schools & Learning Environments: Schools should be places of focus, safety, and well-being. High-voltage power lines disrupt this environment, potentially affecting academic performance and mental well-being. The presence of these lines could also lead to reduced property values, increased noise pollution, and additional safety hazards.


Walking Trail Safety Concerns: These power lines are planned along walking trails that many elementary and high school students use daily to get to school. The imposing presence of high-voltage lines may frighten young students, making their daily commute stressful and unsafe.


Environmental Destruction: Routes Green 3 and Blue 4 threaten our green spaces, forests, and natural ecosystems. These areas serve as essential habitats for wildlife and provide recreational spaces for our community. Their destruction for infrastructure projects is unacceptable when alternative routes exist.


Community Disruption & Property Devaluation: The installation of massive power lines near homes and public spaces will negatively impact property values, aesthetic appeal, and the overall quality of life for residents. Some homes are as close as 20 feet from the proposed lines, putting families at risk and diminishing the desirability of our neighborhoods.


Our Demand:

We urge Dominion Energy to find alternative routes that do not endanger our schools, homes, and protected lands. There are clean energy solutions, underground alternatives, and less disruptive paths that must be explored before forcing harmful infrastructure upon our communities.

Loudoun County School Board: Take Action Now!

We call upon the Loudoun County School Board to formally reject both Green 3 and Blue 4 power line routes and to establish a policy prohibiting power lines from being placed near schools in the future. Protecting students from potential health hazards and preserving their learning environment should be a top priority.
