The Issue

Donald “Bear” Cannon was more than just a name in Brunswick County, Virginia. He was a beloved father, grandfather, great-grandfather, husband, friend, and a respected community leader. As the owner of 58 Auto, Bear was known for his kind heart and generous spirit. Tragically, in February of 2026, Bear's life was cut short when a reckless driver struck and killed him. This senseless act of vehicular manslaughter left a gaping hole in our community and an unbearable pain for Bear's family, who are still grappling with his loss.

Despite the gravity of this tragedy, the driver responsible has not faced a punishment that reflects the severity of his actions. This is a crushing reality not only for Bear's family but also for anyone who seeks justice and safety on our roads. Virginia's current legal framework fails to adequately hold repeat offenders or reckless drivers accountable, particularly in cases of serious injury or death.

Virginia’s laws must be amended to deliver justice and ensure the safety of its citizens. Currently, the state's sentencing guidelines for vehicular manslaughter and related offenses do not reflect the severity of the impact these crimes have on victims’ families and communities. Repeat offenders, if inadequately deterred, pose an ongoing threat to public safety.

We propose legislative reform that includes stricter sentencing for those charged with vehicular manslaughter, especially repeat offenders. Sentences should reflect the gravity of the crime and serve as a strong deterrent against reckless driving. Mandatory minimum sentences should be increased, and there must be a framework where the judiciary considers previous offenses, the level of recklessness involved, and the impact on the community and victims’ families.

Statistics from the National Highway Traffic Safety Administration indicate that over 36,000 people die annually in the U.S. due to motor vehicle crashes, with a significant portion caused by reckless or impaired driving. This preventive step is necessary not only for justice but also as a critical measure to reduce such incidents in the future.

By signing this petition, you are urging Virginia lawmakers to review and strengthen the state's sentencing laws. With your support, we can push for laws that hold reckless drivers accountable, protect the lives of our loved ones, and prevent other families from experiencing such an irreplaceable loss.

Join us in making our roads safer and ensuring that Bear Cannon's death is not in vain. Please sign this petition and help drive change towards a more just system in Virginia.
