The Issue

Thirty-six dogs were just taken from an unlicensed breeding operation in Cass County, Minnesota. The Animal Humane Society (AHS) says the golden retrievers, goldendoodles and mixed-breed dogs were kept in dirty, unsafe conditions. A few lived in outdoor pens, while most roamed free, and AHS reports the dogs ended up with matted coats, parasites and too little contact with people. AHS also believes some of the dogs may be pregnant.

Minnesota already has a law meant to prevent this. Since 2015, larger commercial dog and cat breeders have needed a yearly license from the Minnesota Board of Animal Health, which inspects their facilities, animal care, records and veterinary care. But a license only protects animals when breeders actually apply for one. Operations that never sign up can stay out of sight until conditions get bad enough for a rescue.

Minnesota leaders can change that. The Minnesota Legislature, starting with the House and Senate agriculture committees, should give the Board of Animal Health the staff and tools to actively find unlicensed breeders, including those selling puppies online. Lawmakers should also set penalties strong enough that skipping the license is never worth the risk. The Governor of Minnesota should make this enforcement a funding priority.

The Cass County dogs are now getting vaccines, spay and neuter surgery, medical treatment and grooming at AHS. Rescue groups and families buying puppies should not be the last line of defense against neglect.

Sign the petition to urge Minnesota leaders to crack down on unlicensed dog breeders before another group of dogs needs rescuing.
