Strengthen Local Legislation to Increase Protection for Neighborhood Pets
The Issue
As a concerned citizen, I recently found myself in a situation that should never have occurred. I rescued three dogs from the cruel subzero temperatures, only to be forced by city animal control and law enforcement to return them to circumstances that I considered unfit for any living creature. Countless other animals experience the same plight, being left outside without adequate shelter, food, or water.
Our area needs legal reform to protect our neighborhood animals. This is more than an abstract legal matter; these are creatures that feel, suffer, breathe, and rely upon human compassion to live fulfilling lives. A pet left outside under harsh weather conditions not only faces possible physical trauma, but emotional distress as well.
According to the Humane Society, in cold temperatures, hypothermia, a condition that occurs when an animal’s body is no longer able to maintain normal temperature, can set in causing a life-threatening situation, especially for small, young, or thin pets (American Veterinary Association, 2019). We need our local laws enhanced to better consider these factors.
We urge the city council to implement more stringent requirements for pet owners who keep their pets outside. This includes better specification of what adequate outdoor shelter means, stricter rules over duration pets are allowed outside depending on weather conditions, and necessary resources for pets such as food and water.
We also call for tougher penalties for violations of animal welfare rules. The lack of serious repercussions for neglectful owners allows the cycle of mistreatment to continue. Stronger penalties would act as a deterrent and highlight the importance our community places on animal well-being.
We request our local representatives to take immediate action to evolve our city's animal welfare laws, not just for the benefit of our neighborhood animals, but for the ethical culture it cultivates in our community.
