The Issue
As a pet owner, it's always difficult to hear animals chained up outside unable to supply themselves of fresh water nor food. No animal should feel distress and vulnerability of being tethered for long hours, exposed to unforgiving weather conditions, and unable to seek shelter or escape from potential dangers. This helplessness of being unable to free them of such chains fuels my determination to see New York adopt stronger laws against animal tethering.
Currently, New York lacks specific legislation that explicitly prohibits the tethering of animals for prolonged periods. This gap in the legal framework leaves numerous animals unprotected, suffering in silence while being tied up, sometimes for hours on end. As members of our families, dogs deserve to be treated with care and dignity, ensured of their safety and well-being at all times.
In response to this pressing issue, NY State Assembly has proposed Bill A630 for the 2025-26 session. This bill aims to safeguard our pets by prohibiting the outdoor tethering, restraining, caging, or penning of dogs between 7 PM and 6 AM, times especially critical for their safety. While this is a step in the right direction, it is imperative that this bill becomes law to prevent unnecessary suffering.
Research shows that dogs which remain tethered for long periods are more prone to aggression, loneliness, and physical ailments—all conditions that can be alleviated with the freedom to move and reside comfortably indoors. Additionally, tethered animals face increased risk from extreme weather conditions, which can lead to severe illness or even death.
To make a difference, we need comprehensive legislation that covers not only the night hours but also restricts tethering during harsh weather conditions, providing protection throughout the day. The aim is to ensure a holistic approach that prioritizes the safety and welfare of our beloved pets, keeping them happy and healthy.
