I'm a pet lover, I love animals especially dogs. Animals are sentient beings deserving of compassion, respect, and protection. Yet, every day, countless animals suffer from neglect, cruelty, and abuse at the hands of humans. This heartbreaking reality not only affects the lives of these innocent creatures but also reflects a troubling aspect of our society that we cannot ignore.

We believe it is our moral duty to stand up for those who cannot speak for themselves. This petition aims to raise awareness about animal abuse and advocate for stronger laws and enforcement mechanisms to prevent such heinous acts. We urge the lawmakers to prioritize the passage of House Bill No.5849, which proposes significant amendments to the Animal Welfare Act. This bill seeks to:

•  Increase penalties for animal cruelty offenders, with prison terms ranging from six years and one day to twelve years, and fines starting at PHP 50,000.
• Ban pet ownership for individuals convicted of neglecting animals and empower accredited animal welfare NGOs to assist in monitoring and reporting cases of cruelty.

We call for the swift approval of Senate Bill No. 2458, which aims to:

•  Establish an Animal Welfare Bureau: This bureau will oversee animal welfare nationwide, ensuring access to clean water, adequate food, and proper shelter for all animals.
• Set humane transport standards: The bill enforces strict guidelines for animal transportation and bans inhumane practices like the dog meat trade and cruel confinement.
• Promote responsible pet ownership: It mandates annual checkups for pets, immediate medical care for animals in distress, and includes spaying, neutering, and vaccination programs to control stray populations.
