This petition stems from a deeply personal experience. I rescued 2 dogs who had been subjected to severe neglect and mistreatment. Unfortunately, my efforts to get local animal welfare and law enforcement authorities to intervene felt like shouting into the void. However, the leniency of animal cruelty laws in our jurisdiction could only incriminate the owners if the dogs were physically injured or dead. The 2 dogs were handed back to the owner the next day. This gap in the legal framework that allows such mistreatment to continue unabated is unacceptable.

According to a report by the Animal Welfare Institute, the laws in several areas fail to adequately protect animals from abuse, neglect, or even heinous cruelty unless the animal is gravely injured or dies as a result (Animal Welfare Institute, 2021). The fact that these laws don't provide ample protection to animals at risk emphasizes a need for comprehensive legislation to protect all animals from any form of abuse, regardless of their physical condition.

We can change this. We can introduce measures that enhance legal protections for animals suffering abuse or neglect. We can elevate punishments for those who treat animals with disregard for their lives and well being. This change will not just protect animals in immediate harm, but also deter potential offenders and in turn reduce the overall instances of animal cruelty.
