The Issue
_Petition: Justice for Animals: Strengthen Animal Abuse Laws in Connecticut_
To: Connecticut State Legislature
We, the undersigned, urge you to take immediate action to strengthen animal abuse laws in Connecticut. Our state's current laws do not adequately protect animals from cruelty and neglect.
Shockingly, Connecticut laws acknowledge that most animal cruelty cases go unprosecuted because animals cannot speak for themselves. This staggering reality is reflected in the statistics:
- In 2021, 155 animal cruelty cases were reported.
- In 2022, 130 cases were reported.
- In 2023, 116 cases were reported.
Despite these numbers, an alarming 80% of cases that led to arrests between 2011-2021 were dropped. A report from the state Office of Legislative Research reveals that 43% were nolled (not prosecuted), 37% were dismissed outright, and only 18% resulted in a guilty verdict.
While court-appointed lawyers, advocates, and rescues provide a vital voice for these abused animals, more needs to be done to ensure their voices are heard and justice is served.
_We demand:_
1. Strengthened laws to prevent animal neglect and cruelty.
2. Increased penalties for animal abusers, including longer prison sentences and heavier fines.
3. Mandatory reporting of suspected animal abuse by veterinarians, animal control officers, and other authorities.
4. Increased funding for animal welfare organizations and law enforcement agencies to investigate and prosecute animal abuse cases.
5. Establishment of a statewide animal abuse registry to track and monitor offenders.
