I believe stray dogs needs care and maintainence. Currently stray dogs are been fed inside society premises by various NGOs without taking proper NOC from society. They gather contributions from residents and handle the bulk feeding activity that makes the stray to stay in same premises. But is only food their need? They need to get neutered, vaccinated which is not been managed well by such kind of feeders. Eventually dog bites are increasing day by day. It would be great to set some rules for these bulk feeders to handle the rest responsibilities towards dogs by litter trainning them, by vaccinating by neutering and most importantly to own the responsibility for any dog bites inside the premises. The bulk feeding activity is just converting a stray dogs to community dogs. For a common man  it becomes difficult as the person cannot approach society nor a municipal corporation if bitten by a  dog. Please set some rules / law for such bulk feeding activities to stray dogs inside society premises that would be backed up by proper responsibilities to protect the resident who pays monthly maintenance to use the premises. For society maintenance if the stray is becoming a mandatory part that can't be relocated, then to manage the stray there shouldn't be one sided law that creates unrest amongst residents. The NGOs needs to take up complete responsibility!
