Stopping Puppy Mills

Stopping Puppy Mills
The Issue
Puppy Mills are mass dog-breeding facilities that care about profit more than the animal's wellbeing and health. Their conditions are horrible. Dogs are forced to live their entire lives crammed into cages that can be just 6 inches wider than the dog on each side.
My goal is to change the law to decrease the number of dogs that can be bred in puppy mills and the number of dogs allowed to be inside a cage at a time.
The law would look somewhat like this: Any person or any specific organization that is in Florida can’t breed more than 5 dogs a year. There must be less than 3 dogs per cage. Dogs shouldn’t be in any cage with a wired floor (due to health reasons).
This would largely decrease the profit of puppy mills by increasing the number of cages bought and the amount of land puppy mill owners need to keep dogs in. This simple law would also increase the physical and emotional health of dogs in puppy mills. This law would not impact people who have pet dogs, however, because responsible pet owners do not keep dogs in tiny cages for such an immense amount of time.
The solution is simple, yet if this law is not passed, dogs in these mills will continue to suffer and the number of dogs in puppy mills will stay high. They will be forced to continue living in these horrible conditions. How can we be a civilized society and let this happen to man's best friend?
My goal is to decrease the number of puppy mills and suffering animals in the US. Please help this cause and sign the petition!
