Stop Money Laundering, corruption, malpractice, fraud, scams at Ambernath Municipal Council done by Ambernath Municipal Council Chief Officers, Town-planners, Builders and Architects which has caused huge revenue losses to Government of Maharashtra.

Fraud in building commencement and occupancy certificate done by builder #Mohan Lifespaces LLP, Architect #Thorat Mathew and Associates, #Ambernath Municipal Council Chief Officers, Town-planners and many more which has caused huge revenue losses to Government of Maharashtra.

Inspite of implementation of MahaRERA, Builders, Architects, Engineers, CA, Accountants,Town planners and Municipal Council are continuing the malpractice causing huge losses to Government Revenue and due to Poor Construction Quality flat owners are suffering.

What is the Credibility of Building Commencement and Completion Certificate issued by Ambernath Municipal Council, If the documents are forgery.

More than 400 flat owners are suffering due to poor, inferior quality work and structural defects, tiles are getting loose, shaking, cracking causing damages to flat and   severe water leakages to below flats  causing damages to flat interior and walls have developed major cracks, the builder is denying for any repair work.

Owners have taken housing loan from reputed HDFC, Axis and other private and PSU banks and availed PMAY Scheme considering the property is genuine and there is no discrepancy in documentation but at Mohan Nano Estates and Mohan Suburbia we realize malpractice, discrepancy in Commencement and Occupancy Certificate and banks haven't followed due diligence to verify documentation and even project is registered with MahaRERA.

MahaRERA take immediate cognizance and investigate the Money Laundering, corruption, malpractice done by Builder Mohan Lifespaces LLP, Architect Thorat Mathew and Associates, Ambernath Municipal Council Chief Officers Bhalchandra Gosavi, Devidas Pawar, Shridhar Patenkar, Town Planners Vidyasagar Chavan, Prakash Mule.

I have brought this concern in front of authorities since last more than six month but adequate measure and action yet to be taken, Special Investigation Team, Anti Corruption Bureau, Enforcement Directorate should be appointed to investigate this malpractice and for necessary legal action.

One common building Commencement Certificate is uploaded for #Mohan #Nano #Estates Phase I, Phase II, Phase III, Phase III B and Mohan Suburbia Phase II B, Phase III, Phase IV at Ambernath West Maharashtra on MahaRERA website.

In Commencement Certificate issued by Ambernath Municipal Council which is uploaded on MahaRERA website and agreement copy only building of 18 floor is mentioned no Wing name are mentioned and letter issued date is 2nd July 2015 why other buildings and shops details are not mentioned in Commencement Certificate which is mandatory and why same common Commencement Certificate is uploaded for all phases irrespective of building is of 7 floor, 12 floor, 15 floor, 18 floor there is major discrepancy and malpractice.

If we ask builder why the commencement certificate is of 18 floor when our building is of 12 floor then they provide another commencement certificate in which stlit parking, ground floor, 7 floor, 12 floor, 15 floor, 18 floor is mentioned but in this certificate too nowhere Wing names are mentioned, nowhere number of buildings are mentioned and the outward number is same which is for 1st commencement certificate.

There are mentioned building in each Phase its mentioned on MahaRera but in  Commencement Certificate its mentioned only Building of 18 floor without any wing name.

Mohan Nano Estates Phase I, II, III, III B were completed in 2019, 2020, March 2021 but in Fake Occupancy Certificate issued by Ambernath Municipal council Chief officer Devidas Pawar and Ulhasnagar TownPlanner Prakash Mule the Completion date mentioned is 2nd April 2016 and issued date is 17 January 2020.

Also for Mohan Suburbia Phase II B fake Occupancy Certificate issued by Ambernath Municipal Council the date of completion mentioned is 2nd April 2016 and letter issued date is 17 January 2020 the date for Suburbia IIB completion is  accurate but why letter of completion issued after 4 years as per Municipal Council flat can't be given to owner's without Occupancy Certificate so why flat were given in 2016 if OC is issued on 17 January 2020.

To Owners different date Occupancy letter is released by Builder / Architect.

Till date No Property taxes are collected from owners of Mohan Nano Estates Since 2019-2023 who is responsible for this non collection of property taxes and losses to Government why all the taxes will be released in single bill?.

Also why common commencement certificate is used  when nearly 31 building are constructed have necessary taxes paid to Government or their is major discrepancy and losses to government revenue by not paying necessary fees / taxes.

This matter need to be investigated by appointing SIT to investigate money laundering, forgery and scam in this project and also to investigate losses to Government taxes/revenues and also issues faced by owner's has to be investigated and resolved we have paid hefty amount to purchase own property.

Builder is denying to repair / replaces tiles which are fixed poorly causing water leakages as per Rera Act its mandatory to repair the property if damages are due to builder negligence.

Internal Structural Audit by MahaRERA and Maharashtra Housing Department should be Done on immediate basis and the issues faced by Flat Owners should be resolved at the earliest.

Please look into the concern raised on priority and take necessary action to resolve issues faced by Flat owners and to recover revenue losses done to Government of Maharashtra by not paying applicable Commencement fees and other charges by Builder and Promoters.

The malpractice, malafide is done by

1. Builders and Promoters Mohan Lifespaces LLP,

2. Architect Thorat & Mathew Associates, Sarang Thorat

3. Ambernath Municipal Council Town Planner Vidyasagar Chavan and Chief  Officer Bhalchandra Thorat they allotted Commencement letter of 1 building and 31 building are constructed by builder details are available on MahaRERA Registration before MahaRERA 35-40 buildings are constructed.

4. Ulhasnagar Town planner Prakash Mule and Ambernath Municipal Council Chief Officer Devidas Pawar they allotted Occupancy Certificate mentioning completion date as 2 April 2016 and letter issued date is 17 January 2020, whereas building were not completed on 2-April-2016 they were completed in year 2019, 2020 and 2021.

Why Special Investigation Team and Anti Corruption Bureau, Enforcement Directorate is required for investigation.

1. To investigate the Malpractice, Malafide, fraud done by above mentioned person causing huge revenue losses to Government against Commencement fees and other applicable charges if any and to recover it. Only 1 building Commencement letter is issued and 31 building constructed under MahaRERA Registration.

2. To investigate the issues faced by owners due to poor, inferior quality construction done by contractors and responsible architect and engineers which builder is denying to repair, builder should make necessary repair work.

3. Till date No Property taxes are collected by Ambernath Municipal Council property taxes for Mohan Nano Estates is pending since possession given in Year 2019, 2020, 2021, 2022, 2023. I Have personally shared the Completion Certificate with the Chief Officer Mr. Prashant Rasal and Mr. Prashant Shelke but  necessary amendment has to be done in Completion Certificate as per actual date of Completion so that owners can pay property taxes.

4. No Further sale of apartment should be allowed until and unless the documents are corrected as per Government norms by collecting necessary Commencement fees and other charges if applicable from the builder.

5. No Private, PSU, Co-operative banks should give loan to this project until all documentation are rectified.

6. Detail investigation is necessary for all the projects registered under MahaRera for Mohan Nano Estates and Mohan Suburbia as Commencement letter is uploaded of 1 single building and nearly 31 building are constructed

7. Also prior projects completed at Mohan Suburbia before Rera implementation are a matter of investigation to recover Commencement fees and property taxes
