We, the residents of the Sandpiper community in Port St. Lucie, FL, are deeply concerned about the proposed zoning changes and development plans in our neighborhood.
Key Issues:
1. Rushed Approval Process:
On November 6th, the City of Port St. Lucie Planning and Zoning Board voted to approve the agenda to be sent to the City Council for a vote, despite the developer not completing multiple necessary steps and providing incorrect notifications to residents.
The developer, Michael Ryan, needs the property rezoned by January 5, 2025, to sell it to Ellen Bukley (Prospera Real Estate Collective) and Chris Desai (Baywood Hotels).
* The Current Owner verified the buyer after he did not retract the names from the Letter of intent posted to the Cities Public Document Site and when asked about the future buyers he verified them as stated.
2. Inadequate Infrastructure and Over-development:
The proposed development includes a large-scale assisted living facility, a 75-unit apartment complex, a locked memory care unit, and an adult care center with additional outbuildings.
The developer requests reduced setbacks (10 feet between buildings, 5 feet from property lines) and decreased parking spaces with an increased overall paved area.
Our community, primarily composed of residential homes, lacks the infrastructure to support such increased density.
3. Environmental and Safety Concerns:
The property includes wetlands that are currently under study by the South Florida Water Management Division.
The specific size and characteristics of these wetlands have not been fully determined. The developer has ignored requests for more information and relied on an unverified survey by an "expert" from an environmental group but not the official Wetland Delineation from the South Florida Water Management Division
The wetland area is crucial for local biodiversity and helps to mitigate flooding, but the development plans threaten these natural protections.
The site is also within a Priority 1 Zone A evacuation area, posing risks to elderly residents and potentially blocking the only evacuation route for thousands.
During the November 6th meeting, the Planning and Zoning Board allowed the project to proceed without completing soil toxin studies.
Evidence from residents showed that nearby properties are contaminated,due to a large gas leak that is located in the middle of this property, but these concerns were dismissed.
4. Lack of Transparency and Due Diligence:
The city plans to approve a speculative site plan submitted by the current owner, who will not be the builder.
5. Questionable Practices:
Questions arise about potential conflicts of interest, such as property owned by high-ranking city staff in the development area, small monetary donations to city staff, and campaign contributions from the POA.
Call to Action:
We urge the City Council of Port St. Lucie to vote against these zoning changes and Leave the Current uses in place
We ask the City of Port Saint Lucie to prioritize the well-being and character of our community over commercial interests.
